The application, staff report and related materials are attached for your review. Discussion John Lutz, IIW, 4155 Pennsylvania, spoke on behalf of the applicant. He described the 11-acre site which he noted has been preliminarily graded. He listed the improvements necessary to prepare the site, which he said have been discussed with the City's Development Review Team (DRT). He said that these measures include street improvements along Cedar Cross Road, sanitary sewer, City water and storm sewer connections, extension of a private street within the site, and the addition of sidewalks, fiber optic, street lighting, and tree planting. Staff reviewed the staff report, noting that the 11-acre site will be subdivided into three lots of three to four acres each. Staff discussed aspects of the site that the DRT is reviewing that included traffic flow, stormwater detention, sanitary sewer and water connections and extension of the private street, which will be built to City standards. Staff discussed the site history and noted it was rezoned in 2013 from AG Agricultural to C-3 General Commercial district. Staff noted that the preliminary plat has achieved the required 40 points for sustainability as defined in the Unified Development Code. There were no public comments. The Zoning Advisory Commission discussed the request finding it appropriate. Recommendation By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council approve the request. Traffic Patterns: Improvements to Cedar Cross Road at its intersection with the new Cedar Ridge Court will insure safe, efficient traffic flow. Public Services: Existing public services are adequate to serve the site. Environment: Staff does not anticipate any adverse impact to the environment provided adequate erosion control is provided during all phases of development of the property. Adjacent Properties: The proposed final plat will create three commercial lots with a singular access to Cedar Cross Road that share adjacency with mostly commercial properties. However, there are single-family houses along the south side of the subdivision. The lay of the land is such that development of the commercial parcels will necessitate cutting and filling that will result in the commercial sites being lower than the adjacent residential lots. In addition, the Unified Development Code requires a 20' building setback and 6' high screen between the commercial lots and the residential lots. These measures should help mitigate potential impacts of the commercial activity. Recommended Conditions on Plat: None. Staff Analysis: The submitted Preliminary Plat of Survey of Cedar Ridge Commercial Park subdivides an approximately 11-acre parcel into three lots and extends a street (Cedar Ridge Court) approximately 600 feet back from its intersection with Cedar Cross Road, terminating in a cul-de-sac. Lot 2 is 3.1-acre corner lot with approximately 350 feet of frontage along Cedar Cross Road and 400 feet of frontage along the platted Cedar Ridge Court. Lot 1 and Lot 3 are interior lots with 3.9 and 2.9 acres of area respectively. The 11-acre parcel slopes from its high point at the southwest corner along Cedar Cross Road to the low point at the northeast corner of the lot with approximately 120 feet of grade change over 1,000 linear feet. The northeast approximately 1/3 of both Lots 1 and 3 will accommodate a detention area. The 11-acre parcel is bordered by residential development to the south, steeply wooded bluff and flood plain to the east and commercial development to the north and west. The property will be served by extension of a relocated 8" water main from Cedar Cross Road and extension of an 18" sanitary sewer main across an easement from the Catfish Creek drainage to the northeast at the northeast corner of the property. Based on a traffic study conducted by IIW Engineering in 2013, Cedar Cross Road will be widened along the subject subdivision's frontage allowing for creation of a turning lane. Subdivision Staff Report— Preliminary Plat Cedar Ridge Commercial Park Page 3 Once the additional lane has been completed, the intersection will be capable of accommodate the additional traffic generated by the commercial park and will comply with SUDAS standards for traffic flow and safety. The subdivision will meet the minimum 40-point requirement outlined in Article 11-10 (C) of the Unified Development Code by: 1) qualifying as a solar subdivision as all three lots meet the minimum standards for orientation, 2) using concrete pavement to reduce the urban heat island effect and, 3) preserving all-natural vegetation outside of the development areas. Recommended Motion: As the proposed preliminary plat is in substantial conformance with City standards regarding extension of public utilities, traffic safety and street access and storm water management, Planning Staff recommends that the Zoning Advisory Commission review and approve the plat as submitted.
