Van Milligen, City Manager FROM: Rich Russell, Building Services Manager l/~'~.'/ RE: Amending the City Electricity Ordinance INTRODUCTION: The purpose of this memo is to recommend the amending of the City Ordinance by changing the electrical permit fee schedule for new commercial and industrial projects. DISCUSSION: A concern was raised by electrical contractors who were bidding on larger projects about how complicated it might be to determine the cost of an electrical permit. The Electrical Code Board reviewed the recommendation of Inspector II Steve Neyens at their May 5, 2003 meeting and recommended approval of the revised fee schedule. The new fee schedule is based on the square footage of the project. The resulting fee determination will be simpler than counting all of the devices to be installed, especially on larger projects. I have attached the ordinance showing the fee schedule for your review. This proposed fee increase is not included in the efforts to reduce the impact of the reduction in state funding to cities. Fees for electrical permits have not been raised since the 1970's. RECOMMENDATION: I recommend the attached ordinance be adopted. ORDINANCE NO. 57-03 AN ORDINANCE OF THE CITY OF DUBUQUE. IOWA PROVIDING THAT THE CODE OF ORDINANCES. CITY OF DUBUQUE. IOWA BE AMENDED BY REVISING THE ELECTRICAL PERMIT FEE SCHEDULE FOR NEW COMMERCIAL AND INDUSTRIAL BUILDINGS FOR THE CITY OF DUBUQUE, IOWA. NOW, THEREFORE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE IOWA: Section I That Section 18-2 of the Code of Ordinances of the City of Dubuque. Iowa be amended by amending Section 18-2 Article 82-4 by adding the following after the fee schedule for new residential buildings: Ar[icle 82-4: New Commercial Buildings. The following fees shall include all wiring and electrical equipment in or on each building, or other electrical equipment on the same premises constructed at the same time. The different areas of a multi-tenant building shall be calculated according to their use. New Office Space. This may include, but is not limited to offices, banks, hotels, motels, showrooms, churches, stores hospitals, schools, arenas, convenience store, gas station, theaters and restaurants Square footage of mezzanines shall be included. Square Footage 1-25,000 25,00%75,000 75.001-200,000 200,001-500.000 500,001 or mom Fee $.05/square foot $1250.00 plus $.04/square foot for each square foot above 25.000. $3250.00 plus $.03/square foot for each square foot above 75,000. $7000.00 plus $.02/square foot for each square foot above 200 000. $13,000.00 plus $.01/sq uare foot for each square foot above 500 000.
