Chairperson Pregler called the meeting to order at 5:30 p.m. following staff assurance of compliance
with Iowa Open Meeting Law.

CDBG Match for Lead Paint Hazard Control Grant
Kathy Lamb requested that the Commission approve a match of $180,000 for a proposed HUD
Round 11 Lead Hazard Reduction Grant application. She stated that the grant requires a 10%
match of their $2M request. She also stated that this would be a 42-month program, with an
estimate of 255 units being assisted. Commissioner Giesen questioned where this money would
come from. David Harris stated that this issue would be assessed by staff and recommended to the
Commission at a later date. Commissioner Neustadt moved to approve and endorse the grant
application. Commissioner Wainwright seconded. Roll call. All present in favor. Motion passed.
David stated that the application is due in Washington by June 10, 2003.
Amendment to FY03 Annual Plan – Amendment 5
David stated that he talked with Jane Smith, City Sidewalk Inspector, who stated that new types of
curb access ramps, for blind persons, are now required by the regulations. She stated that shifting
the funds from Accessible Curb ramps to Neighborhood Infrastructure Improvements would not
leave jobs uncompleted. They do not anticipate any further expenditures for the remaining fiscal
year, pending resolution of curb design issues. Commissioner Wainwright moved to approve the
amendment. Commissioner Giesen seconded. Roll call. All present in favor. Motion passed.
Information Sharing
Low/Moderate Income Area Map as per 2000 Census
Jerelyn O’Connor stated that the maps are incomplete. She stated that some of census tract 7.01 is
not included in the low/moderate income area. Staff stated that a new map will be provided as soon
as possible.
David stated that Monday, June 2, 2003, the City Council will consider Sr. Paula Maloy or Gina Bell
as the new At-Large representative on the Commission and an applicant for one of the low/moderate
income area representative. He also stated that Commissioner Isenhart’s designation has changed
to a low/moderate income area representative. There will still be two openings for low/moderate
income area representatives.
Budget Impacts on CDBG Program – FY2004
David stated that the Housing Department’s CDBG and Section 8 Programs are now being asked to
reduce their budgets. $10,000 is being reduced from CDBG, $20,000 from Section 8 and $2,000
from General Housing. He stated that by eliminating the rental survey, $6,000 will be saved toward
the CDBG reduction. He stated that the reasoning behind these reductions would be to pay the
other departments for their services.
The Commission expressed concern for the reductions in public safety personnel, particularly the
Community Oriented Policing (COP) Program. Commissioner Neustadt moved to request the
Chairperson to draft a letter to the Council in support of considering all possible alternative ways of
addressing the budget short-fall in the interest of keeping our current complement of fire and policy
personnel. In particular, it was suggested that the Council consider one-time use of available
reserve funds to address the projected FY04 deficit. Commissioner Wainwright seconded. Roll call.
Giesen-nay. All others present in favor. Motion passed.

There being no further business to come before the Commission, Commissioner Maloy moved to
adjourn. Commissioner Giesen seconded. Motion passed by voice vote. Meeting was adjourned at
6:15 p.m.
