SUBJECT: U.S. DOT Infrastructure for Rebuilding America (INFRA) Grant
DATE: March 11, 2021
Director of Strategic Partnerships Teri Goodman recommends City Council approval of
a resolution in support of the U.S. DOT Infrastructure for Rebuilding America (INFRA)
Grant submission. City staff are working in partnership with ECIA and Gavilon to submit
a U.S. DOT INFRA grant for port infrastructure improvements at Dove Harbor. U.S.
DOT INFRA grant resources would support increased port storage capacity as well as
add/upgrade track and railcar loading equipment.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: U.S. DOT Infrastructure for Rebuilding America (INFRA) Grant
Introduction
The City of Dubuque continues to support private and nonprofit partners in securing
federal, state and other grants that build upon their respective missions and city
priorities. City infrastructure improvements at Dove Harbor support jobs and shipping
facilities at Dubuque.
Discussion
City staff are working in partnership with ECIA and Gavilon to submit a U.S. DOT INFRA
grant for port infrastructure improvements at Dove Harbor. U.S. DOT INFRA grant
resources would support increased port storage capacity as well as add/upgrade track
and railcar loading equipment. Specific project components include:
• Renovate an existing storage shed to increase its capacity by 12,000 tons.
• Replace/upgrade inoperable rail track.
• Relocate rail track to support direct transfer/transloading of fertilizer and
other bulk products from river barge to rail.
• Install new rail equipment, including main line switch, loadout system, and
shed.
The total cost of the project is $8.4 million and the grant request is $5 million. If the
INFRA grant request is not successful, the City will continue to identify additional grant
opportunities for port infrastructure improvements. A resolution from the City Council in
support of the grant application is required with submission.
Requested Action
We request City Council approval of the grant resolution in support of the U.S. DOT
INFRA grant submission.

RESOLUTION NO. 70-21
A RESOLUTION EXPRESSING THE WILLINGNESS OF THE CITY OF
DUBUQUE TO APPLY FOR AND PARTICIPATE IN INFRASTRUCTURE FOR
REBUILDING AMERICA (INFRA) TRANSPORTATION GRANT
Whereas, the Infrastructure for Rebuilding America, or INFRA Discretionary Grant
program, provides a unique opportunity for localities to invest in road, rail, transit, and port
projects that promise to achieve national objectives; and
Whereas, the City of Dubuque understands INFRA Funds are available through
an application as an investment in surface transportation projects with a focus on rural
areas; and
Whereas, the City of Dubuque seeks and supports an application to INFRA for
grant funds to enhance and expand upon the physical and operational capabilities of
marine freight terminals in Dubuque, Iowa.; and
Whereas, the Gavilon facility (located at the Port of Dubuque) provide transfer to
and from barges on the Upper Mississippi River. Served by road and rail, these terminals
handle grains (primarily corn and soybeans), fertilizers (in both dry and liquid forms),
cottonseed and other feed products, steel reinforcing bars, steel coils, various project -
type cargoes, and de-icing salt.
Whereas, the proposed project will: increase port storage capacity, as well as
add/upgrade track and railcar loading equipment. These improvements will provide
regional shippers with more opportunities to connect with domestic and international
transportation systems and associated worldwide markets. The project will serve as a
catalyst for economic development in Iowa.; and
Whereas, this project, using federal funding, will be open and available for use by
the general public and maintained by the applicant for the life of the project.; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQE, IOWA, THAT:
Section 1. The City will participate in accordance with its designated responsibility,
work with Gavilon on maintenance of this project, and participation in funding of the
project.
