Minutes_Arts and Cultural Affairs Commission 4 27 10MINUTES ARTS AND CULTURAL AFFAIRS ADVISORY COMMISSION Tuesday, April 27, 2010 Orpheum Room, Five Flags Center 4 and Locust Streets, Dubuque, IA Meeting was called to order at 4:30 p.m. following staff assurance of compliance with the Iowa Open Meeting Law. Commissioners present: Ellen Henkels Louise Kames, Paul Kohl, Sue Riedel, Paul Hemmer, Julie Steffen. Geri Shafer participated via telephone. Staff Present: Jerelyn O'Connor, Jan Stoffel Others present: Meg Wall -Wild, Jerry Enzler Approval of Minutes of March 23, 2010. Riedel noted that her score for the Symphony should be 97 instead of 87. Motion by Henkels, seconded by Hemmer to approve minutes as amended. Motion carried 7 -0. NEW BUSINESS 1. The Iowa Community Cultural Grant application for 10 hours for the part time Arts and Cultural Affairs Coordinator was reviewed. Motion by Hemmer and seconded by Kames to approve and submit the grant. Motion carried 7 -0. OLD BUSINESS 1. Determine Funding Requests for Arts and Cultural Operating Support Grants. O'Connor noted that there was $252,274 in requests and only $200,000 in available for the operating grants. Since the funding requested exceeded the amount available, Commission had directed staff to prepare various funding scenarios to be drawn up reflecting the scores and within the established guidelines. O'Connor presented several scenarios and Commissioners discussed options. A motion was made by Henkels and seconded by Kames to approve the scenario setting the cap at $45,000, with funding percents from 3% - 5.1% of the organization's operating expenditures depending upon points scored. Ayes: Kames, Henkels, Steffen. Nays: Hemmer, Kohl, Shafer, Riedel. Motion defeated 3 -4. After more discussion, a motion was made by Hemmer and seconded by Riedel to approve a funding allocation with a $40,000 cap and funding for applicants scoring over 90 points at 5.7 %, applicants scoring between 85 -89 at 5.2 %, applicants scoring from 80 -85 points at 4% and applicants scoring less that 80 points at 3.5% of the organization's operating expenditures. This scenario resulted in an amount of $199,535, with the remaining $465 added to the amount of the Symphony as the highest point scorer. Motion Carried 7 -0. This recommendation will be forwarded to the Dubuque City Council for final approval. The amounts recommended for funding and scores are as follows: Dubuque Symphony Orchestra $40,465 95.1 Bell Tower Productions $13,098 93.3 Dubuque Arts Council $5,186 91.2 1 Dubuque County Historical Society $40,000 90.3 Fly -By -Night Productions $1,143 87.7 Dubuque Main Street /Cultural Corridor $5,566 87.6 Dubuque Museum of Art $22,888 87.5 Colts Drum and Bugle Corps $40,000 87.3 Dubuque Chorale $789 84.7 Grand Opera House $16,962 82.7 Dubuque Fine Arts Society $2,668 80.2 Northeast School of Music (NISOM) $5,696 79.2 Dubuque Arboretum $5,539 76.4 As a clarifying point, Commissioners had abstained from scoring applications from organizations where there was a conflict of interest. Paul Hemmer abstained from scoring Dubuque Arts Council and the Grand Opera House. Paul Kohl abstained from scoring Dubuque County Fine Arts Society. Sue Riedel abstained from scoring Bell Tower Productions. Julie Steffen abstained from scoring Dubuque Museum of Art and Dubuque Co. Fine Arts Society. ADJOURNMENT Riedel moved and Hemmer seconded to adjourn the meeting at 5:30 p.m. The next meeting will be held on May 25 at 4:00 P.M. in the Orpheum Room of the Five Flags Center at 4 and Bluff Streets, Dubuque, IA.
