CITY OF DUBUQUE, IOWA COUNCIL PROCEEDINGS OFFICIAL City Council, Special Session, Monday, June 23, 2003 Council met at 6:00 P.M. in the Public Library Audi- torium Present: Mayor Duggan, Council Members Buol, 'Cline, Connors, Markham, Michalski, Nicholson, City Manager Van Milligen, Corporation Counsel Lindahl. Mayor Duggan read the call and stated this is a special session of the City Council called for the purpose of rescinding Resolution No. 92-01 and discussing the proposed Fiscal Year 2004 budget amendment. Rescinding of Resolution No. 92-01: City Manager recommending that Reso- lution #92-01 which ap- proved the wage plan and compensation package for non -bargaining unit ern-, ployees for Fiscal Years 2002, 2003 and 2004 be. rescinded. Buol moved adoption of Resolution No. 212-03 Delaying the im- plementation of Resolution #92-01 as it relates to Wage Plan and Compen- sation Package for Non - Bargaining Unit Employees for Fiscal Year 2004 to July 10, 2003. Worksession regarding the Fiscal Year 2004 Budget Amendment and City Manager's recom- mended budget reduc- tions. Council reviewed the recommended reduc- tions for each departmen- tal budget and gave staff direction on various items. There being no further business, upon motion the special session adjourned at 7:58 p.m. and Council went into closed session in accordance with Chapter 20.17(3) of the 2003 Code of Iowa to discuss collec- tive bargaining strategy. /s/Jeanne F.
