Dear Mr. McCann:
The City of Dubuque objects to the five (5) annexation applications filed by to the City of
Sageville. These proposed annexation areas lie west of Highway 52 and north of John F.
Kennedy Road. The City of Dubuque respectfully requests that the City Development
Board deny these annexation applications.
These annexation requests by the City of Sageville are inconsistent with state law and
sound urban planning principles. The City of Sageville was created through annexations
in 1979, 1980, and 1986. City of Sageville property owners do not pay the county rural
lew. They also can avoid being annexed by the City of Dubuque. These current
annexation requests represent a continuation of the ability to avoid property taxes.
The City of Sageville does not function as a city. It provides no municipal services; it
contract out for street maintenance and snow removal, on the very limited number of its
public streets. It has no City employees beyond a City Clerk. It has no Police Department,
no Fire Department, no Park and Rec Department, no Library, no Planning & Zoning
Department, and no City Administrator. It does not levy any property taxes, and never has.
However, Sageville does ceilect revenues from local option sales tax, state municipal
assistance, and road use tax although it has no major capital improvement program
beyond street maintenance. The City of Sageville does not have any adopted plans for
growth and development.
The City of Dubuque has done extensive annexation and growth planning and provides a
full range of municipal services. The areas proposed for annexation are in an identified
growth area for Dubuque, and can be served by City of Dubuque water and sewer.
The City Development Board advised the City of Sageville at its last annexation hearing, in
1986, that the Board did not expect to see any more annexation requests from the City of
Sageville in the future. The City of Dubuque agreed with the Board's position in 1986, and
respectfully requests that the present Board uphold that position with a denial of these
annexation applications.
The City of Dubuque cooperates with the City of Sageville in transportation related issues
as part of our metropolitan planning organization. While we certainly want our cooperative
relationship to continue, we must object to these applications on the basis of sound urban
planning principles.

You and each of you are hereby notified that the City Development Board will, pursuant
to Section 368.7 Iowa Code, consider the above captioned matter at its regular meeting at
10:00 a.m., July 10, 2003, in the Main Conference Room, Iowa Department of Economic
Development, 200 East Grand Avenue, Des Moines, Iowa. A copy of a map and legal
description of the annexation territory is enclosed.
At said meeting the City Development Board in its deliberations on approval or
disapproval of said annexation, may take note of public documents or other evidence and shall
give any interested party opportunity to present evidence or comment orally or in writing all in
accord with Section 263-1.7, I.A.C. The City Development Board invites oral or wdtten
comments relative to the petition on or before the meeting date as noted above.
