Increase in Rental Dwelling License Fee
Due to the budget shortfall in the General Fund for Fiscal Year 2004, it is proposed that
the license fee for operation of a rental dwelling be increased.
Housing and Community Development Department Director David Harris is
recommending City Council approval of an increase in the rental dwelling license fee
from $8.50 to $9.00 for each dwelling unit in a rental dwelling.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction
The purpose of this memorandum is to request the City Couueil to adopt the attached
resolution, increasing the rental dwelling license fee.
Discussion
Due to the b-dget shortfall in the General Fund for Fiscal Year 2004, it is proposed that
the license fee for operation ora rental dwelling be increased, fi'om $8.50 to $9.00 for
each dwelling unit in a rental dwelling. This fee was last increased in 1998. It is
anticipated ttmt this will add $3850 to the operating budget for the Housing and
Community Development Department.
Action Step
The action requested of the City Council is to approve the attached resolution, increasing
the rental dwelling license fee.
RESOLUTION NO. 242-03
RESOLUTION APPROVING AN INCREASE IN THE RENTAL DWELLING
LICENSE FEE
WHEREAS, due to a funding shortfall in the Fiscal Year 2004 operating
budget in the General Fund, an increase in the rental dwelling license fee has
been proposed.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1 That the license fee for each rental unit in a rental dwelling be
increased, from $8.50 to $9.00 per unit.
Section 2. That this increase become effective upon action taken by the
City Council to adopt the Fiscal Year 2004 operating budget, as amended.
