The City of Dubuque Historic Preservation Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your review.
Discussion
Historic Bluffs Neighborhood Association President Carleen Schroeder and Treasurer
Dave Cox and Jerry Anderson of Anderson Design and Consulting spoke in favor of the
request. Dave Cox noted that the Histodc Bluffs Neighborhood Association is proposing
to install historic streetiights in the public right-of-way along Loras Blvd from Bluff Street
to Prairie Street. Mr. Cox presented the history of the project design and the grant
application. Mr. Cox noted that the high level of neighborhood support and the City's
investment in the area. He noted the different light standard from their odginal proposal
last fall. He said that the Neighborhood Association prepared this design due to greater
lighting level and costs. He noted that with the taller lights, they could reduce the
number of lights and have a savings per block. Dave Cox noted they are requesting
$86,032.50 from the Historic District Public Improvement Program.
Assistant Planner Wally Wemimont reviewed the staff report. He noted that the new
light standard was suggested by the Engineering Department. He added that the
project architect has worked with Alliant Energy and the Engineering Department. He
noted that this is the initial phase of the more extensive lighting project for the
neighborhood. He recommended that the approval be contingent on coordination with
the Engineering Department because the project must be bid out as a public project
similar to the Cable Car Square Historic Lighting Project. He indicated the sfreetiights
are in compliance with the Streetscape and Landscape Guidelines.

There were no public comments.
The Histodc Preservation Commission discussed the request noting that the request
meets the requirements of the Histodc District Public Improvement Program.
Recommendation
By a vote of 6 to 0, the Historic Preservation Commission recommends that the City
Council approve funding from the Histodc District Public Improvement program to the
Bluff Street Neighborhood Association to install histodc street lighting with the
conditions that: (1) the design and location be coordinated with the Engineering
Department; (2) the local match to be obtained within six months; and (3) the Historic
Preservation Commission be given authority to authorize an additional six months, if
needed.
A simply majority vote is needed for the City Council to approve the request.

Applicant Organization and Experience
Historic BlutTNeighborhood Association was organized in the fhll of t972. I-IBNA's mission is to improve the
quality of life for the neighborhood through promotion of safety and property improvement. We actively promote
activities that bring the neighborhood together, melding its diversity including Pamiiies, singles and students of ail
ages and ethnic backgrounds. Our activities have resulted in a neighborhood renaissance promoting investment by
thc city and landowners irt ~¢ neighborhood to improve thc quality of life mad historic assets.
Membership is o.rum to all neighbors/nclnding renters and laaadowners. Active membership varies from 20 - 30.
Our accomplishments include:
A cooperative effort with the Commullity Oriented Policing Program which has resulted in drastic reduction
in illegal drag activity and other high impact crimes in the neighborhood.
Annual neighborhood clean up.
Planting trees and flowers in public areas.
Erecting and maintaining signage that designates the historic nature of the neighborhond.
Promote garden and home tours.

Actively promoted meetings between Loras College and neighbors to resolve perking issues and "off campus

HBNA efforts has caused a renaissance in the neighborhood. Several property owners have initiated improvement
projects that continue to enhance the area. The Historic Blutt~ neighborhood has become a destination tbr Dubuque
visitors as shown by the frequent tours provided by the trolley bus.

B. Neighborhood Impact and support.
Loras Blvd has been historically significant to Dubuque because it has been the gateway for Dubuque's
residential growth to the we~. Thousands of Dubuque's resident~ travel Loras daily to commute from job to
home. Visitors that research our Colleges and University for their education, as well as Dubuque tourists get
their initial impression of Dubuque from this m~or thorough fare. Properg/owners in the neighborhood have a
'proven track record of investing in the historical importance of the homes and apartments. Tkis has enhanced
the quality_ of life for existing home owners and tenants.
This project benefits both the population of the Historic BluffNeighborhood and the Dubuque population at
large. Loras Blvd is a major gateway between downtown and the west end. Historic ambiance will be enjoyed
by all passing motorists, including the tourists that frequently take bus tours through the Historic Bluff
Neighborhood.
The historic lighting will provide more iightmg tbr safety and increase ~he histOric ambiance. The project will
encourage continued development of the neighborhood's historic assets. Additional lighting is needed to
enhance pedesu'ian and vehicle traffic and improve day and night time appearance.
Art additional benefit will come in the continuation of pride in the neighborhood. Loras Bird has in the past
been a troubled area but through neighborhood effort has improved dramatically in the past several years. The
cooperat?¢e effort of city investment, ~ts and property owner investm~t has caused ti'ce Historic Blmffs
Neighborhood to become a showcase for diversification and renovation of an area~ The completion of this
pmje~ will enable us to continue ~5t~ ad~tional hi~oric lighting in o~er p~ of ~e neighborhood as well as
develop additional streetscape ideas such as improved sidewalks and tree plantings.
This project has been in the works for two years, and has been the topic of numerous Association meetings.
Neighborhood support is strong. Affe~xt neighbors have been con_ta~ed by ~i! as we!! as "in person". A

Our association, the Historic Bluffs Neighborhood Association (HBNA), has been working on a
special project that could bring historic lighting to our neighborhood. HBNA feels that this proj-
ect would add considerable curb appeal to our area. Although we have passed out flyers in the
neighborhood and discussed this project and its program at our monthly I-IBNA meeting, we
mail this letter as further assurance that you have an opportunity to express your opinion and

The project is funded by grant money and donations (these grants would go elsewhere in the
city if not used for our project - it does not increase taxes).

MEETING CALLED TO ORDER BY President at 7:05 PM
Mr. Anderson came to the meeting with a drawing of the light project on Loras Blvd
with the final drawing by June 16th. He talked about a different light fixture then was
original plan. He talked about the difference in the lighting and space and spread of the
light. We would have twelve light on Loras with the new light fixtures and the cost of
each light would be about the same. There was a discussion on the light fixtures. A
motion by Doug to go with the new fmmms, second by David. Motion carried. We then
went into a discussion on how to fund the program, tike Fund misers and a grant from
the Historic Preservation commission. Etc.

OLD BUSINESS, Chris talked about the news letter how it is a toot to reach neighbors
and to use other access like the media to let people know about our origination and
meetings. Talked about None Profit mailings and cleaning up mailing lists and have a
list of returned mail and get a true mailing list. Talked about funding the news letter.
NEW BUSINESS, Motion by Dong, second by Chris to table the elections of officers till
next year, so all officers will remain in office till then. Motion carried.
We talked about how the neighborhood will be effected by the cut in City Services like
police $1tad firemen and our Neighborhood Development person Jerelym Jerelyn talked
about the cuts and how they come about and there is a meeting at 6:30 Monday June 16th
and another one at 6:00 PM June 23rd and also at the City Council Meeting on
Wednesday July 9 at 6:00 PM this is due to the short fall of 1.9 million in tax funds.
Motion by Dave, second by Doug to send a letter to the City Council expressing concerns
about the cuts and the effect on the neighborhood. We need the bike cops for sure.

OLD BUSINESS: Michael Felderman Civil Engineer from the city talked about the
resin-facing of Chesmut Street, and answered questions. He said the street will be
removed and shay a~ is original place and it will not be widen, the street will be
consist~ce trough out and the upper part will be done as possible and as wide as can be
done. He said about 40% of the sidewalks- would be replace& There are about 22 trees
on the street and there could be trees up for 'removal, but they would save all they could.
there were question and. discussions on the trees and sidewalks and about bushes and
bricks that are between the .sidewalks and curbs. He said people would be notified on the
water shut off and that they will have not be able to park on the street for at least two
weeks till the cement dry. There will be a follow up meeting before the work starts.
NEW BUSINESS: Jerelyn on some agenda items they are accepting.applications for
large neighborhood grants and thc dead line is in a couple of ~veeks. We could apply for
the lights. The Street Scape grant can be applied for but will need a local match
requirement DRA money this month. A meeting will be set up to see what they want
to do about the grants.
A meeting was held for Music in the Park and the dates were made. A motion t~y Doug

OPEN DISCUSSION: Concerned about students at 336 Chesmut about thek
parties and the goings on that effect the neighbors. We should talk to the landlord, and a
meeeting with him could be held and should gall 911 if nessary, also they think there is
cirug dealing in the brick house on south side of Arlingxon Street. A home on G-rove

December 31, so we asked for an extension of the grant for the final stage is

forward with the final engineering plans so we can fill out the contract of

NEW BUSINESS: Talked about the CDBG block grant proposed FY 2004
OPEN DISCUSSION: The bike officer that took Pabto's place was
introduced, he is Corp. Scott Simpson, also at the meeting was Steve Olson.
They talked about theft duties and wanted to know if we hear people' in
groups coming up Loras between the hours of One and two in the morning.
Loras plans to put security guards out at that time. Loras will also be talking
to students about student drinking.

cost for the cost increases per lamp fixture, the 25 lamps could cost around $200,000 to
225,000 by one estement and another by the citywould- be $165,000 to $225,000 based
on other, projects. We need to talk to the city engineering dept. on cha~ges etc. Mr.
Anderson said he would set up a meeting with the Engineering dept. and Alliant,HPC,.

OLD BUSINESS: The design and consulting contractor gave us a dawning on the idea of
the lighting, and he will begin on working on the design. During the discussion Jerelyn
talked about the need for other funding for the lighting project. John reviewed the
project and the cost to the new people that attended the meeting, and also the need for a
fund drive. At that time a committee was formed and a meeting was set up for the
committee to meet Tuesday at 7 PM and Bird JO's
Music in the park sponsored by our neighborhood will be June 15th from 2 to 4 PM
Talked about what we needed to do and to have volunteers there to help. The hand outs
were mailed out so hope we are ready. See everyone there.
NEW BUSINESS: Jessica from Loras we had a discussion on a big party at a home on
Comell Street. The police shut doWn the party. Next night the house above had a party.
Jessica said the they are on time with the constmctiuns.
Jerelyn said all grants will expire June 15th so there might need for a an extenuation.
Jerelyn Talked abou! a public meeting that will be held a 1:00 PM June 13th at Wahlert
High school Cafeteria. this is on Alliant Energy's rate Increase. There will be t~o rate
increases for us, with the equaliTation of rates, for Dubuque has lower rates than the
places Alliant serves. We encourage your participation and express your op'mion about
the proposed rate increase.
OPEN DISCUSSION: On how to make Walnut and Jefferson Streets a better place with
tess problems. Also talked about Hess's property on Jefferson that has been empOd for
some time snow and has a tree that needs cutting down. A discussion was had on what to
do about the problems. We need to peruse ideas on what to do.

TREASURES REPORT; Up tOqSate we have $860 in the account and the treasure turned
the duties over to Dav/d Cox our new Treasure. A big thanks to Doug for all the work he
done wh/le he was the Treasure.

COMMrrTEE REPORTS: None
OLD BUSSNESS; Mr. Anderson from the Anderson, Designee and Consulting came to
the meeting to tell us what he would do for the first phase of the Loras Lighting and to
get our ideas on the program. He also smutted a bid for the project told us what it would
cover and also about what the project will cost. A motion by John.to accept ~he bid,
second by Pam. Motion carried.
Kathleen Speaker the Director of Campus Safety and Security said we will be able to talk
to her on problems by students in the neighborhood and she will do what she can 'do
under the mles'ofLoras. With loud parties we will talk to them for she has jurisdiction
~on Loras property. She said they work with the Dubuque Police anti_ we should call her
or the switchboard.
The City Exp. was a great success again this year and a thank you to the once wh6
manned the bootk
Cleanup was good but we had to finish early for it mined us out. We did as good as the
time we had but all in all the neighborhood looked good. We plan to have other days
during the summer to do cleanup. We should think about how we want to do the cleanup
next year, do we want a date of our own or go with Main Street again?
Music in the Park. We have June, Valley View got J~ly and Main Street got Aug. Our
band will be Betty and the Blues. They did a great job for us last year and had a nice turn
out and all had fun. We do need the help for Cleanup and what else is needed. Valley
View view talked about'gotting a tent to use. Motion to have the music in the park in
June by Doug, second by Julie Motion carried. Valley View is makingposters.
OPEN DISCUSSION a BIG THANK YOU to John for his great work he did for the
organization dur/ng his term as President Weprogressed a lot with all the projects. We
wish you wilt where ever you move to.
Talked about the what went on bluff a.nd Loras on Sunday rdght. It was a continuation of
an argument 8 people got arrestecL' It was not students or a black and white issue.
Talked about a refrigerator and stove on the' porch on Arlington during the cleanup, also
with a family neighbor's have p~bblems w/th the kids and dogs.
Doug did a search watch on domestic violence, the nine steps to establishing a Domestic
Violence court watch project in our commui~y. It was c[iscussect

TREASURES REPORT; Misc. Fund Raisers $25.00 and spent $140.00 gives us a net
total in the Treasure orS115.00. Motion to accept the treasures report by Jo, Second by
Para. Motion carded.
COMMITTEE REPORTS; None.
CORRESPONDENCE: Dubuque Lead Coalition, McLeod Directory, Northeast
Community College.
OLD BUSIlqESS: Election of Officers. John was running for President but he is moving
out of the neighborhood he removed his name.
The new elected officers are. PRESIDENT CARLEEN. SCHROEDER, VICE
PRESIDENT, PAM BRADFORD, SECRETARY BOB FISCH, TREASURE DAVID
COX.
The spring cleanup is Saturday April 27th from nine till noon. Jessica will ask the
students to help with the cleanup and let Carleen know. We need your help..
Carleen will check on St. Vincents and Goodwill to assist us to pick up things when the
students move out at the end of the term. We need to get a letter out to the students so
they will get them out to the curb for the pickup. It would be a big help.
We did receive the $5000 grant from the city. We have until Jine 30th to use it. This is
for our consulting fee for the Historic Lighting. We will find out about the Greyhound
Park's grant some time in May for the lighting.
The consulting fee for the lighting would be $17,000. That covers a lot of pulmonary
planning. We will need a second proposal for the grant The first proposal made was for
more than we asked for. There was a discussion the proposal. A committee was formed
to go over the proposal and uses of the grant. Dave, Angeta, Para, and Cartecn and Doug.
They will meet at 10:30 Am till Noon Friday the 5th. at Blvd. Jo coffee Shop.
The City Expo is April 16 at the Five Flags. Set up at 4:00 PM. and it will go till
8:00PM. If you would tike to volunteer for an hour or so call Carleen:
NEW BUSINESS; We will have Music in the Park one Saturday a month during June,
July and Aug.. We hope to have the month of Aug for us. there is a meeting at 2 PM at
St Marks.
John and Jerelya are on the Streetscap taskforce and said there was some discussion on
how tbe money would be used. they ,~nt a commitment from the neighbors and to make
sure the neighbors on Lores know about the project., also a petition should be taken up
at that time. This is just a proposal. Need to get a one or two page letter to the owners
and set up a meeting to explain the project. 'to the property owners.

Physical Characteristics: The right-of-way located Loras Blvd borders many historic buildings.
The buildings located throughout the West 11 ~ Street Historic Distdct are primarily mixed use
residential, commercial and office. The bulk of the West 11~ Street Historic District is primarily
residential. The right-of-way and sidewalks in the West 11~" Street Historic District are both
narrower than those found in the nearby commercial area downtown.
Staff Analysis: The applicants are applying for funding from the Historic District Public
In- provement Program for proposed streetscape improvements in the public right-of-way. The
Historic Bluffs Neighborhood Association has proposed the installation of historic street lighting
along Loras Blvd from Bluff Street to Prairie Street~ The Historic Bluffs Neighborhood
Association endorses the project. They have been working with Jerry Anderson of Anderson
Design and Consulting on creating specification for the street lighting. Mr. Anderson has been
in contact with the Engineering Department on the design and location of the lighting.
The role of the Historic Preservation Commission in reviewing this project is to serve as an
advisory design review body to the City Council for review of public works projects which have
historic preservation implications in historic districts. The Commission is also responsible for
providing a recommendation to the City Council about funding projects from the Historic District
Public Improvement Program. The Commission's recommendation will go on to the City
Council with the application materials for their review and approval of the project.
Compliance with Design Guidelines: In 2002, the Streetscape and Landscape Guidelines were
created to help provide recommendations for public improvements in the public right-of-way.
· Historic street lights were taken into consideration with the Streetscape and Landscape
Guidelines.
