RE: Site Plan Review
Applicant: Marty Johnson
Location: Southwest Corner of Cedar Cross Road and Starlite Ddve
Description: Site Plan Review for East Dubuque Savings Bank
Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request.
The application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request, reviewing the proposed bank building layout
and building design.
Staff reviewed the PUD Ordinance that govems development of the subject parcel, which
requires that site plans for commercial buildings be approved by the Zoning Advisory
Commission and the City Council.
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that the PUD Ordinance
requires that the building pad be below the grade of the surrounding streets and that
screening be installed along both Starlite Drive and Cedar Cross Road.
Recommendation
By a vote of 7 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request.
A simple majority vote is needed for the City Council to approve the request.
Respectfully submitted,
, Jr., Chairperson
Zoning Advisory Commission

MEMORANDUM
June 24,2003
TO:
FROM:
Zoning Advisory Commission
Kyle L. Kritz, Associate Planner ~,~
SUBJECT: East Dubuque Savings Bank Site Plan - Southwest Corner of Cedar Cross
Road and Starlite Ddve
INTRODUCTION
In November 1997, Richard Hansel received zoning approval for a PUD with a PC
Planned Commercial designation for property located at the southwest corner of Cedar
Cross Road and Starlite Drive. As part of the Ordinance, approving the planned
commercial district, it was required that all final site development plans be submitted
and approved by the Zoning Advisory Commission and City Council to assure they are
in compliance with the regulations of the adopted Planned Commercial district.
DISCUSSION
Marry Johnson of Straka Johnson Architects has submitted plans for East Dubuque
Savings Bank's new branch at the southwest corner of Cedar Cross Road and Starlite
Drive. Attached to this memorandum is a copy of the site plan for the proposed bank
branch and elevation drawings. In addition, a copy of Ordinance No. 63-97 is attached
that established the planned commercial district as well as a copy of the conceptual
plan approved in 1997. The proposed bank branch will be located on what was
designated as Lot 1 on the conceptual plan.
RECOMMENDATION
The submitted site plan for East Dubuque Savings Bank's new bank branch is in
substantial compliance with the adopted PUD Ordinance for the property, and staff
would recommend approval of the submitted site plan.
