Historic District Public Improvement Program
I respectfully request that this item be tabled.
If, at public hearing, the Franchise Fee is not adopted, I would recommend that this
funding be denied so the available funds can be used to fund the FY 2004 cuts and fare
increases that had been proposed to solve the current budget shortfall.
Should the Franchise Fee be approved, I would ask that this item stay tabled until after
the Iowa Supreme Court decision on gaming taxes to see if there is any money to fund
these projects.

Dear Mayor and City Council Members:
The City of Dubuque Historic Preservation Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your review.
Discussion
Dave Kessler, President of the Langworthy Neighborhood Association spoke in favor of
the request. He indicated that the Langworthy Neighborhood Association is proposing
to install planters in the public right-of-way. He discussed the style of the planter and
how they will be installed. He noted that there would be 80 planters located throughout
the Langworthy Neighborhood. He indicated they are requesting $5,930.40 from the
Historic District Public Improvement Program.
Assistant Planner Wally Wernimont presented the staff report noting the planters are
consistent with the Streetscape and Landscape Guidelines. He indicated that the
location would need to be approved by the Engineering Department pdor to installation.
There were no public comments.
The Historic Preservation Commission discussed the request noting that the request
meets the requirements of the Histodc District Public Improvement Program.
Recommendation
By a vote of 6 to 0, the Historic Preservation Commission recommends that the City
Council approve funding from the Historic District Public Improvement program to the
Langworthy Neighborhood Association to install planters in the public right-of-way with
the conditions that: (1) they receive City Engineering Department approval; (2) explore
options of anchoring the planters; (3) the local match to be obtained within six months;

and (4) the Historic Preservation Commission be given authority to authorize an
additional six months, if needed.
A simply majodty vote is needed for the City Council to approve the request.

Physical Characteristics: The right-of-way located in the Langworthy Historic District
borders many historic buildings. The buildings located throughout the Langworthy
Historic District are primarily residential. The right-of-way and sidewalks in the
Langworthy Historic District are both narrower than those found in the nearby
commercial area downtown
Staff Analysis: The applicants are applying for funding from the Historic District Public
Improvement Program for proposed streetscape ~mprovements in the public right-of-
way. The Langworthy Neighborhood Association has proposed the installation of
planters in the public right-of-way.
The role of the Historic Preservation Commission in reviewing this project is to serve as
an advisory design review body to the City Council for review of public works projects
which have histodc preservation implications in historic districts. The Commission is
also responsible for providing a recommendation to the City Council about funding
projects from the Historic District Public Improvement Program. The Commission's
recommendation will go on to the City Council with the application materials for their
review and approval of the project.
Compliance with Design Guidelines: In 2002. the Streetscape and Landscape
Guidelines were created to help provide recommendations for public improvements in
the public right-of-way. Planters were taken into consideration with the Streetscape and
Landscape Guidelines.

District, Approximately 50-60 feet apart from each other.

A few residents of the district have planted flowers in the city right of
way. However, the vas~ majority of right of way is lawn. It is anticipated
that th¢ addition of flower pots will add a ~nif¥ing feature to the
neiqhborhood.
News of the project has been distributed by way of the neighborhood newsletter.
Fundraisinq for the pro~ect has been completed.

Project will be completed as soon as possible. The manufacturer needs a
30 day window to complete the production of pots.
