SUBJECT:
The Honorable Mayor and City Council Members
Michael C. Van Milligen, City Manager
Historic Bluffs Neighborhood Association -
Historic District Public Improvement Program
I respectfully request that this item be tabled.
If, at public hearing, the Franchise Fee is not adopted, I would recommend that this
funding be denied so the available funds can be used to fund the FY 2004 cuts and fare
increases that had been proposed to solve the current budget shortfall.
Should the Franchise Fee be approved, I would ask that this item stay tabled until after
the Iowa Supreme Court decision on gaming taxes to see if there is any money to fund
these projects.

Dear Mayor Duggen end City Council Members,
HEI61-1BOI~I-iOOD
ASSO(~IATIOH
We are in receipt of a Memo prepared by Michael Ven Milligen regarding Historic District Public
Improvement Program with a recommendation to table or withdraw funding for the Historic
Bluffs Neighborhood Association (HBNA) historic lighting project. On behalf ofHBNA, I urge
you to reconsider l~flling funding fi.om the existing HDPIP fund.
Members of HBNA have spent 2 ½ years on this project. Employees oftbe City of Dubuque
have devoted time on this project, end $10,000 in city grants money has already been expended
for the architectural design. Our efforts have resulted in a recommendation fi.om the Historic
Commission for City Council approval of HDPIP funding.
As you know, the target area for historic lighting on Lores Blvd from Bluffto Prairie has had a
troubled past. The area was deteriorating quickly end was becoming a high maintenance area for
city policing. Lores is a major gateway to the west end. A deteriorating condition on Loras Blvd
would present a negative attraction for businesses considering investment ha Dubuque as well as a
negative impact on education recruiters.
Investment by the city in Rocce Buda Park end other capital improvements in the area, as well as
your investment in the Community Oriented Policing Program, end Neighborhood Development
Program has enceumged property owners to invest in property improvements end become
involved in neighborhood activities that have had a siL3nificent positive impact on the are~ Our
diverse neighborhood is a showcase for cooperation between city programs and neighborhood
associations.
Cities across the country are experiencing a renaissance in urben areas. "Historic" neighborhoods
cen attract investments end tourism. We are a great compliment to the investment being made in
the "River Front Area'. HDPIP was a good idea when it was implemented, end it' s a better idea
now to back up the invesmaent in the "River From Area'.
We request approval for the HBNA Historic Lighting Project.
Sincerely,
For Historic Bluffs Neighborhood Association

RE: Historic District Public Improvement Program
Applicant: Histodc Bluffs Neighborhood Association/Carleen Schroeder/Dave Cox
Location: Public Right-of-Way along Loras Blvd from Bluff Street to Prairie Street
Description:Request for funding to install historic street lighting
Dear Mayor and City Council Members:
The City of Dubuque Historic Preservation Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your review.
Discussion
Historic Bluffs Neighborhood Association President Carleen Schroeder and Treasurer
Dave Cox and Jerry Anderson of Anderson Design and Consulting spoke in favor of the
request. Dave Cox noted that the Histodc Bluffs Neighborhood Association is proposing
to install histodc streetlights in the public right-of-way along Loras Blvd from Bluff Street
to Prairie Street. Mr. Cox presented the history of the project design and the grant
application. Mr. Cox noted that the high level of neighborhood support and the City's
investment in the area. He noted the different light standard from their original proposal
last fall. He said that the Neighborhood Association prepared this design due to greater
lighting level and costs. He noted that with the taller lights, they could reduce the ,
number of lights and have a savings per block. Dave Cox noted they are requesting
$86,032.50 from the Historic Distdct Public Improvement Program.
Assistant Planner Wally Wemimont reviewed the staff report. He noted that the new
light standard was suggested by the Engineering Department. He added that the
project architect has worked with Alliant Energy and the Engineering Department. He
noted that this is the initial phase of the more extensive lighting project for the
neighborhood. He recommended that the approval be contingent on coordination with
the Engineering Department because the project must be bid out as a public project
similar to the Cable Car Square Histodc Lighting Project. He indicated the streetlights
are in compliance with the Streetscape and Landscape Guidelines.

B. Neighborhood Impact and support.
Luras Blvd has been historically significant to Dubuque because it has been the gateway for Dubuque' s
residential ~m-owth to the west. Thousands of Dubuque's resident~ travel Loras daily to commute from job to
home. Visitors that research our Colleges and University for their education, as well as Dubuque tourists get
their initial impression of Dubuque from this major thorough fare. Prol~vtY owners in the neighborhood have a
proven track record of investing in the historical importance of the homes and apmlments. This has enhanced
the quality of life for existing home owners and tenants.
This project benefits both the population of the Historic BhiffNeighborhood and the Dubuque population at
large. Loras Blvd is a major gateway between downtown and the west end. Historic ambiance will be enjoyed
by all passing motorists, including the tourists that frequently take bus tours through the Historic Bluff
Neighborhood.
The historic lighting will provide more lighting fbr safety and increase ~he historic ambiance. The project will
encourage continued development ofthe neighborhood's historic assets. Additional lighting is needed to
e~2mnce pedesnian and vehicle traffic and improve day and night time appearance.
-~ -,utdifional benefit will come in the continuation of pride in the neighborhood. Loras BiYd has in the past
been a troubled area but through neighborhood effort has improved dramatically in the past several years. The

Dear Neighbor,
Our records indicate that you own property on Loras Blvd.
Our association, the Historic Bluffs Neighborhood Association (HBNA), has been working on a
special project that could bdng historic lighting to our neighborhood. HBNA feels that this proj-
ect would add considerable curb appeal to our area. Although we have passed out flyers in the
neighborhood and discussed this project and its program at our monthly HBNA meeting, we
mail this letter as further assurance that you have an opportunity to express your opinion and
have your questions answered.
Following are questions frequently asked:
Who is footing the bill?
The project is funded by grant money and donations (these grants would go elsewhere in the
city if not used for our project - it does not increase taxes).
Would this improvement increase my property taxes?
No.
Why was this project selected?
Neighbors involved in the HBNA have continually strived to improve the area. Several projects
have been completed that have helped change the look and perception of Loras Btvd and the
surrounding neighborhood. Also, these improvements have had a positive impact on the
quality of life for the home owners and tenants who live in the neighborhood.
We encourage you to become involved in the HBNA. The HBNA is a non-profit organization.
open to property owners and tenants who live in the historic bluffs neighborhood. If you have

Carleen will check on St. Vincents and Goodwill to assist us to pick up things when the
students move out at the end of the term. We need to get a letter out to the students so
they will get them out to the curb for the pickup. It would be a big help.
We did receive the $5000 grant from the city. We have until Jine 30th to use it. This is
for our consulting fee for the Historic Lighting. We will find out about the Greyhound

[] Not Evaluated [] AlterationlAddition
Physical Characteristics: The right-of-way located Loras Blvd borders many historic buildings.
The buildings located throughout the West 11 TM Street Historic Distdct are primarily mixed use
residential, commercial and office. The bulk of the West 11~" Street Historic District is primarily
residential. The right-of-way and sidewalks in the West 11TM Street Historic District are both
narrower than those found in the nearby commercial area downtown.
Staff Analysis: The applicants are applying for funding from the Historic District Public
Improvement Program for proposed streetscape improvements in the public right-of-way. The
Historic Bluffs Neighborhood Association has proposed the installation of historic street lighting
along Loras Blvd from Bluff Street to Prairie Street. The Historic Bluffs Neighborhood
Association endorses the project. They have been working with Jerry Anderson of Anderson
Design and Consulting on creating specification for the street lighting. Mr. Anderson has been
in contact with the Engineenng Depar[ment on the design and location of the lighting.
The role of the Historic Preservation Commission in reviewing this project is to serve as an
advisory design review body to the City Council for review of public works projects which have
histodc preservation implications in historic districts. The Commission is also responsible for
providing a recommendation to the City Council about funding projects from the Histodc District
Public Improvement Program. The Commission's recommendation will go on to the City
Council with the application materials for their review and approval of the project.
Compliance with Design Guidelines: In 2002. the Streetscape and Landscape Guidelines were
created to help provide recommendations for public improvements in the public right-of-way.
Historic street lights were taken into consideration with the Streetscape and Landscape
Guidelines.
