Planning Services Manager Laura Carstens is requesting City Council approval of the
Fiscal Year 2004 update of the Resource Enhancement and Protection (REAP) Plan,
appointment of a City Council representative to the REAP committee, and approval of a
$200,000 REAP grant application for Pyatigorsk Park. This grant requires no local
match.
Pyatigorsk Park will be located at 16th Street and Kerper Boulevard, which is one of the
major gateways to the City. This development would enhance the appearance of the
area, serve as a trail head for the Heritage Trail Riverfront System and provide parking
and easy access, especially for the disabled, to the dverfront trails. Pyatigorsk Park is a
required construction element of the America's River project as part of the Vision Iowa
grant agreement.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
I have received the enclosed letter from the REAP Committee regarding an update of
the Dubuque County FY04 REAP Plan and a City representative on the Committee.
REAP is a grant program administered by the Iowa Department of Natural Resources.
FY04 REAP PLAN UPDATE
As requested, I have updated the attached questionnaire regarding changes to the
FY04 Dubuque County REAP Plan. The update was prepared based on input from
Administrative Services Manager Pauline Joyce and Leisure Services Manager Gil
Spence, and my review of the City's adopted FY04 - FY08 CIP. This questionnaire is
due to the County for review at the REAP Committee meeting on August 16th.
CITY REPRESENTATIVE ON REAP COMMITTEE
The REAP Committee listing includes City Council Member Joyce Connors. Mrs.
Connors needs to be confirmed as the City's representative, or a new City
representative needs to be appointed to the REAP Committee. The representative to
the REAP committee must be submitted to the County prior to the August 16th REAP
Committee meeting.
REAP GRANT APPLICATION
A $200,000 REAP grant application for Pyatigorsk Park is enclosed. Pyatigorsk Park
will be located at 16th Street and Kerper Boulevard and is named after our sister city
from Russia. The basic design for the park was provided by a landscape architect from
Pyatigorsk, and then adapted by City Engineering staff to fit this site. Cobblestones
and pavers from historic Dubuque streets will be used in the design for the park. The
intersection at 16th Street and Kerper Boulevard is one of the major gateways to the
City and this development would enhance the appearance of the area, serve as a trail
head for the Heritage Trail Riverfront System and provide parking and easy access,
especially for the disabled, to the riverfront trails.

This project is budgeted in the City's adopted FY04 - FY08 CIP for FY06 with DRA
distribution as the funding source. Pyatigorsk Park is a required construction element
of the America's River Project as part of the Vision Iowa grant agreement.
The REAP program does not require a local match. The estimated project budget is:

The County REAP Committee must review and approve all REAP grant applications
prior to their submittal to the State. REAP grant applications are due to the Iowa
Department of Natural Resources by August 15. Grant awards are generally confirmed
by October. We anticipate that the project construction would begin in the spring of
2004, with completion by the fall of 2004.
RECOMMENDATION
I recommend that the City Council approve the enclosed FY04 update of the REAP
Plan, appoint a representative to the REAP committee, and approve the $200,000
REAP grant application for Pyafigorsk Park.

RESOLUTION AUTHORIZING A GRANT APPLICATION TO THE IOWA
DEPARTMENT OF NATURAL RESOURCES FOR REAP FUNDS FOR
PYATIGORSK PARK
Whereas the City of Dubuque has identified Pyatigorsk Park as an important
recreational facility to be developed as part of the America's River Project: and
Whereas the Iowa Department of Natural Resources has allocated grant funds
in the REAP (Resource Enhancement and Protection) Program for the development of
public parks; and
Whereas the City of Dubuque has adopted a Comprehensive Plan and a
Riverfront Plan that include goals for development of public parks along the and
Heritage Trail Riverfront System.
NOW THEREFORE. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The Mayor hereby is authorized to sign and the Planning Services
Manager ~s hereby authorized to submit the resolution and the application to the Iowa
Department of Natural Resources for REAP funds for Pyatigorsk Park.
Section 2. That in the event said application is approved, the City Counci
hereby provides its written assurance that the completed project will be adequately
maintained for ~ts intended use for a minimum of twenty (20) years following project
completion.

The City of Balltown is planning construction ora walkway connecting
the commercial and recreational areas to a scenic overlook of the
Mississippi River. An observation structure is scheduled to be building in
fiscal year 2002 by Dubuque County with IDOT Enhancement Grant
funds.
The City of Balltown is partnering with Dubuque County to build the
observation structure and expects to use some Enhance Grant Funds to
match the REAP grant if received.
City of Rickardsville:
The City plans to develop a City Park with perimeter fencing, a walking
trail around the perimeter, water we!l, pavilion including restrooms. The
City plans to apply for monies for surveying costs and recording fees,
grading and parking area, picnic tables and rest benches along the walking
trail, and light and piping. The land area would be donated as would part
of the cost ot'a second pavilion. The City of Rickardsville would provide
the funding for the access road, the sewage disposal pump, grinder and
piping for the restrooms and the balance of the cost of the second pavilion,
all contingent upon receipt of a REAP grant._

City of Dubuque notes the following from the League of Iowa Cities Legislative
Priorities for the 2001 session: "With passage of the Vision Iowa Program and
continuation of the Community Attraction and Tourism Program, we are offto a good
start in recognizing the important quality of hfe issue that recreation represents.
Communities across Iowa take pride in their heritage and culture and welcome the
opportunity to work with the state in capitalizaing on a rich history and scenic natural
resources.
City of Epworth
The City wants to enhance the quality of life in the City by providing for a
pedestrian walkway in the community. The goal is to allow citizens to walk from
one area of the community to another.
The City wants to enhance an existing walkway (Jacoby Walkway) by
providing lighting and,
The City wants to construct a new walkway adjacent to Center Avenue
South to connect Jacoby Walkway and the Gateway Center to the
downtown.
In addition tot he lighting and the Center Avenue South Walkway, the City wants
to provide for parking at Gateway Center. The Center is a structure located near
the Center Avenue South/Jacoby Drive intersection that provides shelter, picnic
facilities and historical community information.
Epworth is a growing city with a young and vibrant population. The City wants
to provide a variety of outdoor experiences to enhance the quality of life in the
City.

Historical Society
The Dubuque County Historical Society believes it is important to fund
REAP at the full $20 million level each year. 95% of REAP is provided
for environmental preservation and 5% for historical projects.
The Dubuque County Historical Society continues to work on the
America's River project which includes envirorunental education, historic
restoration, trails and recreational amenities.

Maquoketa River.
