Landlard Incentives far Accepting Housing Assistance: �� City Manager transmitted information regarding the release of '�i new programs to incentivize landlords to accept housing !i assistance. Housing and Community Development Director Alexis � Steger provided a summary of the programs. Ms. Steger I responded to questions from the City Council regarding the � programs' start date and the verification process for „ appliance replacements. Motion by Jones to receive and file the documents and adopt Resohrtion ; No. 87-21 Adopting the City of Dubuque Fiscal Year 2022 Annual Budget and Resolution No. 88-21 Adopting the City of Dubuque Five Year Capital Improvement Program. Seconded by Roussell. City Manager Van Milligen made a presentation. Highlights included: Amended FY22 Recommended Tax Rates; American Rescue Plan; American Rescue Plan(ARP) Impact; ARP Fund Priorities; � Amended FY22 Recommended Property Tax Rate Comparison; City Portion of Property Tax Rate Comparison; Amended FY22 � Recommended Taxable Value Per Capita; Taxes Per Capita Comparison; City Utilities; and Storm Water Rate Comparison. � City Manager Van Milligen responded to questions from the City Council regarding how American Rescue Plan funds will be � utilized, pending State legislation that may impact City � revenue sources,the City staff and community partners who are communicating with State legislatures about pending legislation, and the funding strategy for currently frozen positions. City Council members individually expressed their support for the budget recommendation. Staff stated that no online public input had been received for this item. Motion carried 7-0.
