The application, staff report and related materials are attached for your review. Discussion Mary Lou Baal, Director of Development for Holy Spirit Parish, spoke in favor of the request. She noted that the lots are owned by Holy Spirit Parish, and that they want to sell a portion of the property to the developer of the Paragon Square multi-family housing project at the old Holy Ghost School for parking and lot area. Staff reviewed the staff report noting the submitted Plat of Survey of Paragon Square #2 reconfigures lots located at 2887 and 2917 Central Avenue. Staff noted that the project entails converting the former parish house into ten residential units and that the conversion requires that the developer provide a minimum of 1,200 square feet of lot area per unit and a minimum of 15 off-street parking spaces. Staff explain the platting of the lots allows the developer to purchase Lot 2 which will permit the development to meet lot area and parking requirements. Staff noted that, despite not having street frontage, Lot 1 will have access to Central Avenue through the Holy Spirit campus and through a 24' access easement at 2901 Central Avenue. Staff said that, if approved, it should be subject to waiving the lot frontage requirement for Lot 1. There were no public comments. Recommendation By a vote of 6 to 1, the Zoning Advisory Commission recommends that the City Council approve the Plat of Survey of Paragon Square #2 as submitted, subject to waiving the lot frontage requirement for Lot 1. As a result of the reconfiguration, Lot 1 will not have frontage on a public right-of-way. DISCUSSION The intent of the lot reconfiguration shown in the Survey Plat of Paragon Square #2 is to enable the current property owner, Holy Spirit Church, to sell a portion of their Central Avenue campus to the Paragon Square multi-family housing project. The project entails converting the former parish house into ten residential units. The conversion requires that the developer provide a minimum of 1,200 square feet of lot area per unit and provide a minimum of 15 off-street parking spaces. The purchase of Lot 2 by Paragon Square will enable them to meet these standards. After the purchase is complete and Paragon Square's existing lot area is combined with Lot 2, they will have approximately 23,000 square feet of lot area and adequate room to create the required parking. Lot 2 will have over 100 feet of frontage along Central Avenue; however, Lot 1 will have no frontage. Therefore, Lot 1 will be substandard and must be reviewed and approved by the Commission. It is important to note that Lot 1 is contiguous with the Holy Spirit campus property which has direct access to Central Avenue. Also, Lot 1 is party to a 24' wide access easement across Lot 1 of 1 Paragon Square that affords direct access to Central Avenue. Conversion of the underutilized parish house will provide additional housing opportunities in the area and should be beneficial to the neighborhood. RECOMMENDATION As the plat is in substantial compliance with all UDC standards save the minimum frontage requirement, Planning staff recommends the Zoning Advisory Commission review the Survey Plat of Paragon Square #2 and recommend approval subject to waiving the lot frontage requirement for Lot 1.
