Sealed bids were received for the 2021 Asphalt Overlay Ramp Project 3. City Engineer
Gus Psihoyos recommends award of the construction contract to the low bidder,
Midwest Concrete, Inc., in the amount of $148,018, which is 14.81% below the
engineer's estimate.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The attached resolution authorizes the award of the construction contract for the 2021
Asphalt Overlay Ramp Project 3.
BACKGROUND
Since 1990, the City of Dubuque has installed pedestrian access ramps around the City
of Dubuque to conform with the American with Disabilities Act (ADA). The pedestrian
access ramps allow people with mobility difficulties to access the City's sidewalk system.
The design standards for these ramps have evolved over time as more ramps have been
installed and standards have changed.
Since 2011, The City of Dubuque has followed the "Proposed Accessibility Guidelines for
Pedestrian Facilities in the Public Right-of-Way." These are updated standards to use for
facilities in the public right-of-way and addressed issues brought up since the original
ADA standards were developed. The lowa Department of Transportation has adopted the
PROWAG standards. The Federal Highway Administration (FHWA) has also adopted the
standards and requires all cities that receive federal funding to follow these standards.
DISCUSSION
The 2021 Asphalt Overlay Ramp Project 3 will provide for the replacement of fifty-eight
(58) access ramps at 14 intersections in conjunction with the Public Works Asphalt
Overlay program at the following locations:
1. Saint John Dr at Hillcrest Rd, one single and one double ramps.
2. Saint John Dr at Graham Cir. (South Intersection), four double ramps.
3. Saint John Dr at Westway Street, two single and one double ramps.
4. Graham Cir. At Westway Street, four double ramps.
5. Westway Street at Keyway Dr, one single and one double ramps.
6. Saint John Dr at Suzanne Dr, two single and one double ramps.
7. Saint John Dr at Graham Cir. (North Intersection), four double ramps.
8. Saint Celia Street at Graham Cir. (North Intersection), two single & one double
ramps.
9. Saint Celia Street at Lisa Court, two single ramps.
10.Suzanne Dr at Westway Street, two single ramps.
11.Saint Celia Street at Westway Street, two single and two double ramps.
12.Saint Celia Street at Graham Cir. (South Intersection), two single ramps.
13.Saint Celia Street at Hillcrest Rd, two single ramps.
14.Graham Cir. at Graham Court, two single ramps.
PUBLIC ENGAGEMENT
The Public Works Department mail letters to property owners and the Engineering
Department have developed door hangers for residents notifying residents of the overlay
and ramp project.
BID RESULTS
The City received bids on April 8, 2021, for the 2021 Asphalt Overlay Ramp Project 3.
Midwest Concrete, Inc. of Peosta, lowa, submitted the low bid in the amount of
$148,018.00. Which is 14.81% below the engineer's estimate. A summary of the bid
proposals received is as follows:

AWARDING THE PUBLIC IMPROVEMENT CONTRACT FOR THE 2021
ASPHALT OVERLAY RAMP PROJECT 3
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Whereas, sealed proposals have been submitted by contractors for the 2021
Asphalt Overlay Ramp Project 3, (the Project) pursuant to Resolution No. 75-21 and
Notice to Bidders published on the City of Dubuque, Iowa website and plan room service
with statewide circulation on the 19th day of March 2021.
Whereas, said sealed proposals were opened and read on the 8th day of April 2021
and it has been determined that Midwest Concrete, Inc. of Peosta, Iowa, with a low bid
in the amount of $148,018.00 is the lowest responsive, responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Midwest
Concrete, Inc. and the City Manager is hereby directed to execute a Public Improvement
Contract on behalf of the City of Dubuque for the Project.
Passed, adopted, and approved this 19th day of April 2021.
