The 3.74-acre Comiskey Park serves the Washington and North End Neighborhoods but also serves as a community park. The current Comiskey Park has a playground (circa 1994) with some older pieces, tennis court (circa 2005), softball diamond with skinned infield, 18-stall parking lot, small skate park (circa 2005), basketball court (2005), community center (2002) and open space used for soccer, rugby, and community events. Existing amenities are aged and do not meet current recreation demands. The City of Dubuque purchased an adjacent 1.95-acre parcel for the Bee Branch project which expanded Comiskey Park. Comiskey Park is now 5.69 acres. The expansion will increase recreation access, enhance quality of life and improve health outcomes for Dubuque's lower incomes neighborhoods. The engagement and planning process was branded Re-Imagine Comiskey. The consultants along with the assistance of the Leisure Services, Engineering, Human Rights, Planning, and Neighborhood Development Departments created a community engagement plan to engage residents and community partners into a process to Re-Imagine Comiskey. The Re-Imagine Comiskey Master Plan and Phase 1 is a reflection of the community engagement process. Saiki Design will make a short presentation of the engagement, master plan and phase 1 plan. The Parks and Recreation Commission had a presentation of the Re-Imagine Comiskey plans at their April 13, 2021 meeting. The Commission voted unanimously to recommend approval of the Re-Imagine Comiskey Master Plan and Phase 1 Plan to the City Council. The City of Dubuque was awarded a $508,000 Land and Water Conservation Fund (LWCF) Outdoor Recreation Legacy Partnership (ORLP) Program grant. The National Park Service grant is managed through the lowa Department of Natural Resources. The City had budgeted a match of the grant of $693,277 in six capital improvement projects. The grant project is $1,201,277. A Wellmark Foundation grant was applied for and awarded to add to the Re-Imagine Comiskey project. This grant was matched with the above funding and was in the amount of$100,000. The local matching funds for the LWCF ORLP and Wellmark Foundation grants are available in the Fiscal Year 2021 and 2022 Capital Improvement Program (CIP) Budgets. Since that time additional CDBG and other City capital funding has been added to the project as well in the amount of$321,293. The total project funding for Phase 1 is available. The Phase 1 cost is estimated at $1,622,570. This funding includes the costs of the consultants for the engagement, planning, architectural and engineering services as well as the park development. The EPA is working on requirements they need to complete prior to that project moving forward. They are currently coordinating with the Engineering Department. Additional funding will continue to be sought for the Phase 2 project as grants, private donations and City funding become available. Immediately following approval of the Re-Imagine Comiskey Master Plan and Phase 1 Plan by the City Council the consultants will begin to put together the bid documents for Phase 1. Subcontractor Urban Assets brought on the ground experience of engagement and equity work. Michael Ford of BrandNu Design added another dimension of engagement. He was known as the Hip Hop Architect and uses music and other forms of expression to really change up engagement and attract persons who typically are not engaged into community outreach. The engagement and planning process was branded Re-Imagine Comiskey. The consultants along with the assistance of the Leisure Services, Engineering, Human Rights, Planning, and Neighborhood Development Departments created a community engagement plan to engage residents and community partners into a process to Re- Imagine Comiskey. DISCUSSION The goal from day one of the Comiskey project was to make the planning effort for development of Comiskey an engaging process for the neighbors and citizens of our community. The input received in the engagement process was to go directly into the design and elements of renovations for Comiskey Park. It was to become a plan of the people that were involved in the processes. To that end the input and engagement had many methods to gain the feedback from a representative cross-section of our community with a lot of emphasis on neighbors, park patrons, businesses, and organizations. Our engagement began in January of 2020 with a meeting held at Audubon School. The PARKitecture Workshop which did include music, hip hop and dance for everyone present was a great hit and provided valuable input and feedback from elementary to high school students. Extra efforts were made by city and Leisure Services staff to make sure a representative sample of our community was giving us input and feedback. The surveys asked about attendance at programs or activities at Comiskey, existing amenities to keep and/or upgrade, future amenities and features and any changes that could make the park more welcoming and safer. An example of extra efforts was partnering with Crescent Community Health Center and engaging a Marshallese community group to take a survey during a regular scheduled meeting. The survey was translated. A translator was present along with a Leisure Services staff inember so questions could be answered that came up. Seven focus groups were held representing community/program partners, police, local organizations, local businesses, the North End Neighborhood, parents. Input was also sought from park maintenance personnel and the schools. They discussed assets and strengths, downfalls, future amenities, inclusivity, and safety, whether the fence around the park should stay or go, programming, and any other ideas and input they had. Throughout these engagement processes several themes of what people participating would like to see in Comiskey emerged from the first meetings through all the steps listed above. The consultants took these themes and input received through all the engagement avenues and combined them in to two concepts to be presented at a second public meeting. That meeting was held in early March of 2020. At this meeting participants had two concepts and each individual attending was given green dots for go/love it/favorite part of the park or red for least favorite. We saw repeat 3 participants from earlier engagement as well as new participants. Each concept was then shared in detail with small group discussions. Each group was also given play money to decide how they would spend it to prioritize what park elements should be developed first in the park. This was to help them understand there is a budget for Phase 1 but the current available funding would not complete the full master plan. It provided us with their priority areas for spending. Each group reported out their discussions and input regarding each concept. They had parts of concept one and parts of concept two that they favored. The community engagement processes to Re-Imagine Comiskey had very clear priorities coming from residents and partners. They desired a splash pad, more opportunities for basketball and a new playground. City staff had to pause their work with the consultants on the final designs for about eight months due to COVID activities and priorities and have worked since then virtually to complete the plans brought forward today. The Re-Imagine Comiskey Master Plan and Phase 1 attached is a true reflection of the community engagement process. They spoke, we heard, and the plan reflects it. It is the people's plan. Led by Urban Assets, the public engagement process featured innovative, inclusive engagement events that brought together current and future park users of all ages, races, ethnicities, and backgrounds. A primary goal of the engagement process was to overcome common barriers to participation and resulting inequities by utilizing a variety of strategies designed to effectively collect input from a broad cross-section of residents and user groups, especially those who are typically under-represented in public planning processes. These results were derived from public meetings, focus group meetings, community survey, comment cards, and other miscellaneous input received. The survey was available online from December 29, 2019 throuah February 21, 2020 and was available at each engagement event throughout the process. The survey effectively identified specific needs, opportunities and constraints, and tangibly guided the design and potential programming for the re-imagined park. In addition to civic and business leaders, and neighborhood residents, the survey effectively gathered input from elementary students, teens, seniors, and stakeholders from historically underrepresented backgrounds.
