CITY OF DUBUQUE, IOWA
CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 6:30 p.m. on March 3, 2021.
Due to the COVID-19 pandemic and mandates for social distancing, this meeting was
conducted virtually via GoToMeeting and aired live on CityChannel Dubuque (Mediacom
cable channels 8 and 117.2), streamed live on the City's website at
www.cityofdubuque.org/media, and streamed live on the City's Facebook page at
www.facebook.com/cityofdubuque.
Present: Mayor Buol; Council Members Cavanagh, Jones, Lynch, Resnick, Roussell,
Sprank; City Manager Van Milligen, City Attorney Brumwell
Mayor Buol read the call and stated this is a special session of the City Council called
for the purpose of conducting public hearings on certain Fiscal Year 2022 Departmental
Budgets.
PUBLIC HEARINGS
Fiscal Year 2022 Departmental Budgets
City Clerk Breitfelder stated for the record that there was an update to the agenda.
Media Services Division FY22 Budget Presentation, listed as Public Hearing #8 on the
agenda, will be presented as part of Public Hearing #5: Public Information Office FY22
Budget Presentation.
Fiscal Year 2022 City departmental budgets were presented by staff from the following
departments:
1. Information Services Department FY22 Budget Presentation: Chris Kohlmann,
Information Services Manager;
2. City Attorney's Office (Legal Services) FY22 Budget Presentation: Crenna Brumwell,
City Attorney;
3. City Clerk's Office FY22 Budget Presentation: Adrienne Breitfelder, City Clerk;
4. Human Resources Department FY22 Budget Presentation: Shelley Stickfort, Human
Resources Director;
5. Public Information Office and Media Services FY22 Budget Presentation:
• Public Information Office (PIO) and Media Services: Randy Gehl, Public
Information Officer;
• Geographic Information System (GIS): Nikki Rosemeyer, GIS Coordinator;
6. City Manager's Office FY22 Budget Presentation:
• City Manager's Office: Cori Burbach, Assistant City Manager;
• Sustainable Community Office and Neighborhood Development: Gina Bell,
Sustainability Coordinator;
7. City Council FY22 Budget Presentation: Michael Van Milligen, City Manager.
Staff responded to questions from the City Council following their respective
presentation.
There being no further business, Mayor Buol declared the meeting adjourned at 9:40
p.m.
