Due to the COVID-19 pandemic and mandates for social distancing, this meeting was conducted virtually via GoToMeeting and aired live on CityChannel Dubuque (Mediacom cable channels 8 and 117.2), streamed live on the City's website at www.cityofdubuque.org/media, and streamed live on the City's Facebook page at www.facebook.com/cityofdubuque. Present: Mayor Buol; Council Members Cavanagh, Farber, Jones, Resnick, Roussell, Sprank; City Manager Van Milligen. Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of conducting public hearings on certain Fiscal Year 2022 Departmental Budgets. PUBLIC HEARINGS Fiscal Year 2022 Departmental Budgets Fiscal Year 2022 City departmental budgets were presented by staff from the following departments: 1. Purchase of Services FY22 Budget Presentation: Cori Burbach, Assistant City Manager; 2. Leisure Services Department: • Five Flags Civic Center FY22 Budget Presentation: Marie Ware, Leisure Services Manager; • Grand River Center (Conference Center) FY22 Budget Presentation: Marie Ware, Leisure Services Manager; • Park Division FY22 Budget Presentation: Steve Fehsal, Park Division Manager; • Multicultural Family Center FY22 Budget Presentation: Jacqueline Hunter, Multicultural Family Center Director; • AmeriCorps FY22 Budget Presentation: Heather Satterly, AmeriCorps Program Director; • Recreation Division FY22 Budget Presentation: Dan Kroger, Recreation Division Manager. Staff responded to questions from the City Council following their respective presentations. Following the Park Division Budget presentation, Erin Dragotto, Vice President of Development for the Dubuque County Historical Society, provided an overview of the organization's partnership with the City in relation to the Mathias Ham House. Cyndy Nachtman, Creekwood Drive, provided input through the City's Facebook page with questions regarding the sustainability of the lighting at City parks. Mr. Fehsal stated that his department has been working with the Engineering department on light options for the parks. Tom Greene, Davis Street, provided input through the City's Facebook page with questions regarding Park Ranger shifts and signage at Eagle Point Park to remind the public that pets are not permitted in the park. Mr. Fehsal stated that Park Rangers will return to their regular schedule this year after last year's shifts were reduced due to the COVID-19 pandemic. Mr. Fehsal also stated that the department is working on additional signate at Eagle Point Park to remind the public that pets are not permitted on park grounds.
