SUBJECT: First Amendment to Grant Agreement between the City of Dubuque and
Friends of Paradise Church to Redevelop Property at 2501 Jackson Street
DATE: April 27, 2021
Economic Development Director Jill Connors recommends City Council approval of a
First Amendment to Grant Agreement between the City of Dubuque and Friends of
Paradise Church for rehabilitation of 2501 Jackson Street.
The rehabilitation project for 2501 Jackson Street is nearly complete. The project has
met all design standards and requirements previously provided by City Staff. However,
some additional costs related to the fagade have arisen including the need for an
Americans with Disabilities Act compliant door. Friends of Paradise Church have
submitted additional documented costs associated with fagade repair and rehabilitation.
The Planning Department has approved the scope of the additional work. The First
Amendment to the Agreement increases the maximum allowable grant value to
$10,000.
Typically, these grants are awarded in increments of $10,000. Increasing the maximum
grant eligible costs by $2,588 would meet the standard $10,000 allowance. This
funding would be available as a 1:1 match for the fagade work, as is always required for
this grant program

INTRODUCTION
This memorandum presents for City Council consideration and action the attached
resolution approving a First Amendment to Grant Agreement between the City of
Dubuque and Friends of Paradise Church for its rehabilitation of 2501 Jackson Street.
BACKGROUND
The Downtown Rehabilitation Loan Program (DRLP) provides several incentives from the
Economic Development department for the rehabilitation of historic buildings in our
greater downtown.
This program has had a positive impact in the appearance and livability of our downtown,
which leads to a more attractive business and residential environment. As such, the
Economic Development Department finds these programs to be great tools for attracting
and retaining a quality workforce for our businesses.
On May 4, 2020 the Dubuque City Council awarded to Friends of paradise Church a grant
in the amount of $7,412 for the redevelopment of 2501 Jackson Street. Improvements to
the building include replacing two original column cornices painting on exterior windows
and trim, and brick masonry work. Friends of Paradise Church submitted an application
showing costs of $14,824 making the maximum eligible grant amount $7,412.
DISCUSSION
The rehabilitation project for 2501 Jackson Street is nearly complete. The project has met

additional costs related to the fagade have arisen including the need for an Americans
with Disabilities Act compliant door. Friends of Paradise Church have submitted additional
documented costs associated with fagade repair and rehabilitation. The Planning

A similar situation arose with the rehabilitation of the Stout House — a prominent building
further north on Locus Street — when the costs to properly rehabilitate the building began
to exceed estimates. Our department awarded an additional $10,000 to the fagade grant
for that project.
RECOMMENDATION / ACTION STEP
I respectfully request City Council approval of the attached resolution approving the First
Amendment to Grant Agreement between the City of Dubuque and Friends of Paradise
Church.

RESOLUTION NO. 135-21
APPROVING THE FIRST AMENDMENT TO GRANT AGREEMENT BETWEEN THE
CITY OF DUBUQUE, IOWA AND FRIENDS OF PARADISE CHURCH
WHEREAS, the City of Dubuque (City) and Friends of Paradise Church (Grant
Recipient) previously entered into a Grant Agreement dated May 4, 2020 for the
redevelopment of 2501 Jackson Street in the City of Dubuque, Iowa (the Project); and
WHEREAS, City and Grant Recipient desire to amend the Grant Agreement as set
forth in the attached First Amendment to Grant Agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the First Amendment to Grant Agreement between the City of
Dubuque, Iowa and Friends of Paradise Church, a copy of which is attached hereto, is
hereby approved.
Section 2. That the Mayor is hereby authorized and directed to execute the First
Amendment to Grant Agreement on behalf of the City of Dubuque and the City Clerk is
authorized and directed to attest to his signature.
Section 3. That the City Manager is authorized to take such actions as are
necessary to comply with the terms of the First Amendment to Grant Agreement as herein
approved.

GRANT AGREEMENT
BETWEEN
THE CITY OF DUBUQUE, IOWA
AND
FRIENDS OF PARADISE CHURCH
This First Amendment to Grant Agreement, dated for reference purposes the
day of Mr,\ V , 2021, is made and entered into by the City of Dubuque, Iowa,
a municipalit (City), established pursuant to the Iowa Code and acting under
authorization of Iowa Code Chapter 403, as amended (the Urban Renewal Act), and
Friends of Paradise Church (Grant Recipient).
Whereas, City and Grant Recipient previously entered into a Grant Agreement
dated May 4, 2020 (the Grant Agreement); and
Whereas, City and Grant Recipient desire to amend the Grant Agreement as set
forth herein.
NOW THEREFORE, IN CONSIDERATION OF THE MUTUAL TERMS AND
COVENANTS CONTAINED HEREIN, CITY AND GRANT RECIPIENT AGREE AS
FOLLOWS:
Section 1.1 of the Grant Agreement is hereby amended to read as follows:
1.1 Required Minimum Improvements. Grant Recipient shall improve the
Development Property as follows:
Fagade improvements including rehabilitation of doors and
windows. Replacement of deteriorated column cornices,
painting of exterior trim and windows, handrailing, and
existing door with steel door. Additionally, door threshold must
be lowered and brick masonry work must be applied.
(the "Minimum Improvements"). The Minimum Improvements shall be
completed in substantial conformity with the scope and scale described in
Grant Recipient's application to the program and the Design Letter.
2. Section 3.1 of the Grant Agreement is hereby amended to read as follows:
3.1 Facade Grant. City agrees to provide a matching (1:1) grant not to exceed
Ten Thousand Dollars ($10,000) to reimburse Grant Recipient for documented
costs that improve the overall appearance of the Development Property, provided
the Project as completed meets the criteria of the Fagade Grant Program

3. Except as modified herein, the Grant Agreement shall remain in full farce
and effect.
