INTRODUCTION
The purpose of this memo is to recommend a one-time payment to DuRide for $5,000,
recognizing them for the free rides they have been providing all Dubuque area residents
to COVID-19 vaccine clinics.
DISCUSSION & RECOMMENDED ACTION
DuRide is an annual recipient of City contracted service funds. In fiscal year 2021, they
requested $30,000. Based on available resources, I recommended and City Council
approved $25,000 in funding.
The organization derives a significant portion of its annual operating revenue from
member fees per ride. When COVID-19 hit, they began providing only necessary
medical rides. This resulted in an approximately 75% reduction in ride revenue as
compared to the previous year.
The organization has offered to provide free rides to any member of the Dubuque area
(regardless of member status or age) to get to a COVID-19 vaccine clinic. SleevesUP!
call center staff have worked directly with DuRide staff to organize these rides. We are
very grateful for the organization's role in ensuring those with transportation barriers can
receive the vaccine.
To financially support their participation in the vaccination process and to meet their
FY22 budget request, I respectfully recommend a one-time payment of $5,000 to
DuRide. The funding source for this payment is FY2021 general fund savings.
