INTRODUCTION
The enclosed resolution provides for the acceptance of the construction contract for the
City Hall Sidewalk Heating Boilers and Sensor System.
BACKGROUND
The exterior concrete sidewalk and stairs around City Hall have an embedded snowmelt
system. In 2019, the three (3) 200,000 BTU hot water heaters for the snow melt system
were nearing the end of their serviceability and no longer complied with State of Iowa
code and needed to be replaced.
DISCUSSION
The sidewalk heating system project provided for the removing the old hot water boilers
and replacing with new, state of the art, heat exchanger boilers that are connected in
series for improved, higher efficiency. The new heat exchanger boilers connect to an
existing distribution manifold system which connect to a polymer closed loop tubing
hydronic sidewalk snowmelt system embedded in the exterior concrete sidewalk and
stairs around City Hall.
The new sidewalk heating system project also provided for the installation a new
automated control with exterior temperature and precipitation moisture sensory system
with remote activation ability.
The City Hall Sidewalk Heating Boilers and Sensor System was completed by Portzen
Construction, Inc. of Dubuque, Iowa in the final contract amount of $77,106.00.
RECOMMENDATION
I recommend that the City Council accept the improvements and authorize the payment
of the contract amount of $77,106.00 to Portzen Construction, Inc. for the City Hall
Sidewalk Heating Boilers and Sensor System.

REQUESTED ACTION
The City Council is requested to adopt the attached resolution to accept the
improvements and to authorize the payment of the contract amount of $77,106.00 to
Portzen Construction, Inc. for the City Hall Sidewalk Heating Boilers and Sensor
System.

RESOLUTION NO. 138-21
ACCEPTING THE CITY HALL SIDEWALK HEATING BOILERS AND SENSOR
SYSTEM AND AUTHORIZING THE PAYMENT TO THE CONTRACTOR
WHEREAS, the public improvement contract for the City Hall Sidewalk Heating
Boilers and Sensor System, (the Project) has been completed by the Contractor, Portzen
Construction, Inc. (Contractor), the City Engineer has examined the work and
recommends that the Project be accepted; and
WHEREAS, the final contract amount for the Project is $77,106.00;
WHEREAS, the Contractor has previously been paid $69,395.40, leaving a
balance of $7,710.60; and
WHEREAS, the City Council finds that the recommendation of the City Engineer
should be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved, and the
Project is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor the
balance of the retainage of $7,710.60 as provided in Iowa Code chapter 573, and to pay
such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa Code
chapter 26.13.
