Six proposals were received in response to a Request for Proposal for a consultant to
provide services to design and implement the Smart Traffic Routing with Efficient &
Effective Traffic System (STREETS) project. Because the professional services
contract to complete the STREETS project will use federal funding, the Request for
Proposal and the vendor selection process was done in accordance with the Steps for
Procurement by Competitive Proposals for a Federal -Aid Project (Systems Planning
Bureau, Iowa DOT).
City Engineer Gus Psihoyos and the Consultant Selection Committee recommend City
Council approval of the selection of PARSONS as the consultant to provide services to
design and implement the Smart Traffic Routing with Efficient & Effective Traffic System
(STREETS) project and authorize initiation of contract negotiations with PARSONS.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memo is to recommend a professional consultant services to design and
implement the Smart Traffic Routing with Efficient & Effective Traffic System (STREETS)
project.
BACKGROUND
The goal of the STREETS project is to develop a smart, next generation, traffic management
and control system. The STREETS project will use advanced traffic control strategies to
enable dynamic traffic routing to maximize the use of existing roadway capacities in the
Dubuque metropolitan area. The initial deployment of STREETS covers 42 signalized
intersections within the City of Dubuque. The STREETS project seeks to employ Active
Transportation and Demand Management (ATDM) strategies which will require a suite of
modeling tools and methods that will enable the City of Dubuque to evaluate the potential
benefits of implementing ATDM strategies in a dynamic and proactive fashion using both
real-time and historic data.
On December 8, 2020, the City of Dubuque issued a Request for Proposals (RFP) from
qualified vendors to assemble a team to develop and implement the goals and objectives of
the STREETS project.
DISCUSSION
Because the professional services contract to complete the STREETS project will use
federal funding, the Request for Proposal (RFP) and the vendor selection process was done
in accordance with the Steps for Procurement by Competitive Proposals for a Federal -Aid
Project (Systems Planning Bureau, Iowa DOT).
The Consultant Selection Committee (CSC) for Professional Engineering Services included
the following:
• Aleksandar Stevanovic, PhD, Senior Technical Advisor, Retime, LLC
• Robert Schiesl, Assistant City Engineer, City of Dubuque
• Chandra Ravada, Director of Transportation, ECIA
• Sam Shea, District 6 Transportation Planner, Iowa Department of Transportation
• Phil Mescher, Transportation Planner, Iowa Department of Transportation
• Duane Richter, Traffic Engineer, City of Dubuque
• David Ness, Civil Engineer II, City of Dubuque
The City of Dubuque received concurrence from the Iowa Department of Transportation
(IADOT) staff on the CSC.
The City of Dubuque staff worked with the CSC to develop evaluation criteria. The evaluation
criteria received concurrence from IADOT staff as part of developing RFP.
The point value of each evaluation criterion is indicated below, adding up to a total of 100
points.
1. Key Staff and Experience— 15 Points (15%)
This category refers to the quality and similarity of the consultant's previous projects
to this project. In addition, technical ability and specialized expertise of the
consultant's staff or sub consultants is also a factor for this category.
2. Technical Qualities, Past Experience, Knowledge of Federal and State Regulations
and Ability to Work with Lead Agencies — 30 Points (30%)
This category allows the selection committee to determine if there are certain
technical qualities or understanding of the project that make one consulting firm stand
out over another firm. knowledge of Federal and State regulations and ability to
coordinate with lead agencies. This may include but is not limited to: the detail of
their work, reputation from other agencies the firm has worked with, experience
working with subcontractors or subconsultants, working with federal and state
agencies like Iowa Department of Transportation, Federal Highway administration
etc. and the success of previous projects.
3. Price — 30 Points (30%)
Points will be awarded in this category based on the proposed price presented by
each of the firms. These points will be awarded after the other points are awarded.
4. Work Plan and Timeline — 5 Points (5%)
Points will be awarded in this category based on the proposed timeline and work plan
to meet schedule that is presented by each of the consulting firms.
5. Understanding Local Issues and Resources Available to Complete the Project — 10
Points 110
This category awards points based on the staff available to work on the project, other
projects the company is working on, the location of a firm and the technological
resources available to complete the project. Show possible examples of risk
management and mitigation.
6. Knowledge of Federal and State Regulations and Ability to Work with Lead Agencies
— 5 Points 5%
Points will be awarded for the coordination abilities with lead agencies and knowledge
of Federal and State regulations. This may include but is not limited to: Federal
Highway Administration, Iowa Department of Transportation, State Historic
Preservation Office.
7. DBE Participation — 5 Points (5%)
The Selection Team will consider the Project Team's willingness and ability to meet
or exceed the established DBE involvement goal as stated in "General
Requirements".
The City of Dubuque received six proposals and are as follows:

The CSC met multiple times the week of March 1 st, 2021 to evaluate the proposals on their
ability to address the evaluation criteria. On March 15t" the CSC sent out a list of follow-up
questions for all the RFP responders for final clarifications. Due to the complexity in nature,
and the limited number of proposals, the CSC decided to have all submitting vendors present
to the CSC team via virtual Interviews. These interviews took place the week of March 8tn
The CSC evaluation team then met multiple times throughout the week of March 22nd to
select the best candidate based on the RPF submittals and presentations.
The Committee carefully deliberated each vendor's strengths and weaknesses. Although
each of the vendor's had unique qualifications, the CSC selected Parsons as the best
qualified vendor. The selection ranking was based upon the overall strength of information
provided in the vendor's response proposal submitted, the vendor's presentation and
interviews, and the vendor's demonstrated competence, experience and qualifications. The
final vendor selection ranking in order of preference to initiate contract negotiations is as
follows:

RECOMMENDATION
Based on the extensive review of the proposals, the presentations, and interviews, the
Consultant Selection Committee recommends that the City negotiate a Professional
Services Agreement with PARSONS to assemble their team to develop and implement the
goals and objectives of the STREETS project.
ACTION TO BE TAKEN
The City of Dubuque respectfully requests City Council concurrence in the selection of
PARSONS as the first -ranked vendor and requests approval to initiate contract negotiations
to assemble a team to develop and implement the goals and objectives of the STREETS
project.
