Dubuque has long been defined by a spirit of collaboration and partnership that has and continues to
guide our community's forward progress.
Over the past 18 months, as we have collectively grappled with COVID-19 and its impact on nearly
every facet of our lives, this spirit of collaboration has been exemplified in the work of City of Dubuque
Public Health Director Mary Rose Corrigan.
Early in the pandemic, Mary Rose was designated as the Dubuque Community School District's primary
liaison with the Dubuque County Public Health Incident Management Team. Throughout this time, she
has selflessly shared with the District not only her public health expertise, but in times of constantly
changing guidance from the State level, she has always maintained a calm, measured and positive
approach.
Regardless of the many external factors demanding Mary Rose's time, she has always been extremely
responsive to questions from the District even when those questions came late at night and on
weekends during the height of our response efforts.
Specifically, Mary Rose was instrumental in helping the District establish its initial and ongoing C0VID-
19 safety and protocol guidelines, which have proven to be extremely effective in preventing spread in
schools. She consulted on safety guidelines and implementation of an outdoor graduation ceremony —
one of few successful graduations in the area last year. Not the least among her support has also been
her support in planning and preparing for the widespread vaccination of school staff, and vaccination
efforts throughout our community.
Each of these efforts have been key to our success through this pandemic.
Members of our senior leadership team regularly comment about how lucky our District, and our
community, are to have Mary Rose in her role during this historic time. We consider her part of our
extended District team.
On behalf of the Dubuque Community School District, I would like to thank and commend Mary Rose
for the outstanding work she has done and continues to do as we move through this pandemic.
We are proud to call her a partner of our District and we know that she is a highly valued member of
both the City staff and the entire Tri-State Area.
