SUBJECT: Hiring Clerk for Bus Fare Sales and Parking Backup at Intermodal Facility

Interim Director of Transportation Services Russ Stecklein requests City Council
authorization to hire a part-time Confidential Account Clerk to facilitate bus pass sales
and Parking Account clerk duties.
Prior to COVID there was a full time Transit Dispatcher positioned at the public window
at the Intermodal facility. In addition to dispatching duties, the position was responsible
for bus pass sales. There were also two positions assisting in the bus pass sales, one
was an intern and the other a part-time position employed through a temp agency.
When COVID began in March of 2020, the dispatchers were moved into a central area
at the Jule Operations and Training Center to provide a better dispatching service to the
public.
The planned reopening on May 17th of the Intermodal and resumption of fare charging
on the Transit buses beginning July 5th will require a Confidential Account Clerk to
facilitate selling bus passes at that location. This position would also back up the
parking account clerk during absences for lunch, vacations, sick days etc. The parking
Confidential Account Clerk would facilitate bus pass sales outside the hours of the part-
time clerk's hours.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

BACKGROUND:
The purpose of this memo is to request authorization to hire a part-time clerk to facilitate
bus pass sales and assist parking account clerk at the Intermodal facility.
DISSCUSSION:
Prior to COVID, we had a full time Transit dispatcher positioned at the public window at
the Intermodal facility. In addition to dispatching duties, the position was responsible for
bus pass sales. There were also two positions assisting in the bus pass sales. One was
an intern and the other a part-time position employed thru a temp agency. When COVID
began in March of 2020, we moved the dispatchers into a central area at the JOTC.
This provided a better dispatching service to the public.
With the planned reopening on May 17t" of the Intermodal, and resumption of fare
charging on the Transit buses beginning July 5th, we will require a Confidential Account
Clerk to facilitate selling bus passes at that location. I anticipate the hours being 10:00
AM to 3:00 PM, Monday through Friday. This position would also back up the parking
account clerk during absences for lunch, vacations, sick days etc. Additionally, this
position would be the primary back up for parking related phone calls which would
relieve the Utility Billing Clerks from this task. The Utility Billing Clerks would only be
called upon to perform this service in the absence or busy status of both the parking
and bus pass sales staff. The parking confidential account clerk would facilitate bus
pass sales outside the hours of the part-time clerk's hours, primarily 7:30 AM — 10:00
AM and 3:00 PM - 4:30 PM, Monday through Friday at the Intermodal.
BUDGET IMPACT:
The budget impact for this position would be negligible for FY21 as I do not anticipate
having the employee hired and in place prior to July 1 St, 2021. We are requesting
approval and then will advertise the position, interview, reference check, background
check and train. The cost estimation for FY22 would be approximately 1300 hours (25
hours per week times 52 weeks) per year at a GE-25 Step A of $18.22 per hour (6
months $11,843) and then step B at $19.24 per hour (6 months $12,506) for a grand
total of $24,349. 1 anticipate this funding for FY22 to be from the savings we had
between March of 2020 thru the end of June 2021. We used the CARES 3.6 million and
ARP 1.3 million funding at a 100% coverage of our operating expenses during this time.
This saved us from using the FTA 5307 50/50 local match required funds of which the
FTA allows us to carry over their portion of the funding for up to 5 years. We did not
spend any local tax funding during this time frame. We also realized a monetary savings
by combining the Directors position and Field Supervisor role into one position from
September 2020 thru at least July of 2021. 1 anticipate we would then include this
position in future budget processes moving forward beginning in FY23.
REQUESTED ACTION:
I request your approval to proceed with hiring a part-time Confidential Account Clerk to
facilitate bus pass sales and Parking Account clerk duties.
