The City of Dubuque Zoning Advisory Commission has reviewed the above -cited
request. The application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request, he explained that the plat creates two lots,
of which Lot 1 would be sold to Jim Vize to build a home. He noted that there is an
easement to provide access to the lot from Cottingham Road.
Staff reviewed the staff report, noting the property is currently used as agricultural
ground, and subdividing the lot as requested will have little effect on the status of the
subject property, surrounding properties or on residential density. He said that the lot
split will enable the property owner to sell a portion of the property. He said that
subdivision in all other respects complies with the City of Dubuque's subdivision
regulations contained in the Unified Development Code with the exception of required
lot frontage for Lot 1.
There were no public comments.
The Zoning Advisory Commission discussed the request finding it appropriate.
Recommendation
By a vote of 5 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request as submitted, subject to waiving the lot frontage requirement for Lot
1.
A simple majority vote is needed for the City Council to approve the request.

A RESOLUTION APPROVING THE PLAT OF SURVEY • VIZE PLACE #2,
DUBUQUE COUNTY, IOWA
Whereas, there has been filed with the City Clerk a Plat of Survey of: Vize Place
#2, Dubuque County, Iowa that is within the City's 2-mile extraterritorial jurisdiction; and
Whereas, said Plat of Survey provides 0 feet of frontage for Lot I on a public or
approved private street, where street frontage is required by Section 11-14 of Title 16 of
the City of Dubuque Code of Ordinances, Unified Development Code; and
Whereas, said Plat of Survey has been examined by the Zoning Advisory
Commission and its approval has been endorsed thereon; and
Whereas, said Plat of Survey has been examined by the City Council and they
find that it conforms to the statues and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY

Section 1. That Section 11-14 of Title 16 of the City of Dubuque Code of
Ordinances, Unified Development Code, is waived to allow 0 feet of frontage on a public
street or an approved private street.
Section 2. That the Plat of Survey: Vize Place #2, Dubuque County, Iowa is
hereby approved, and the Mayor and City Clerk are hereby authorized and directed to
endorse the approval of the City of Dubuque, Iowa upon said Plat of Survey.

The submitted Plat of Survey of Vize Place #2 subdivides approximately 5 acres into the
1.182-acre Lot 1 and the 3.815-acre Lot 2. Lot 2 will have frontage along Cottingham
Road. Lot 1 will not have frontage along a platted public or private street as required by
Article 5-2.7 of the Unified Development Code. Lot 1 will have access to Cottingham
road through existing and proposed access easements.
DISCUSSION
The applicant proposes to subdivide one lot into two, enabling them to sell a portion of
the property. Lot 1 will be accessed from an existing drive and access easement(s) across
part of the newly created Lot 2 and existing Lot 4 to Cottingham Road. The entire property
is located in the County within the City's 2-mile Extraterritorial Jurisdiction.
The property is currently used as agricultural ground. Subdividing the lot as requested will
have little effect on the status of the subject property or surrounding properties or on
residential density and will enable the property owner to sell a portion of the property. The
subdivision in all other respects complies with the City of Dubuque's subdivision

RECOMMENDATION
Planning staff requests that the Zoning Advisory Commission review the Plat of Survey
of Vize Place #2 and recommends approval as submitted subject to waiving the lot
frontage requirement for Lot 1.
