The application, staff report and related materials are attached for your review. Discussion Cody Austin, Origin Design, 4155 Pennsylvania Avenue, spoke on behalf of the Royal Oaks Development. He noted the plat is for a 140-lot subdivision with detention and park space. He explained street access and utility extensions to the property. Staff reviewed the staff report, noting the property has been annexed and is zoned appropriately for single-family homes. He also noted there will be substantial grading required and that the subdivision review process will involve other City departments as this single-phase development proceeds. He described the sustainability points awarded, the street and utility dedication to the City, and emergency access from Cycle Club Lane/Highway 61. There were no public comments. The Zoning Advisory Commission had no comments or questions. Recommendation By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council approve the request. A simple majority vote is needed for the City Council to approve the request. Conformance with Comprehensive Plan: The subject property has been designated by the Comprehensive Plan as single-family residential and helps meet the following recommendations: Foster the development of new and additional housing products in suitable locations throughout the City. Integrate new development into the natural environment by protecting significant woodland, prairie, and wetland areas and avoiding steep slopes. Encourage a mix of housing affordable for all segments of Dubuque's population throughout the community. Impact of Request on: Utilities: City water is available to the site along the Elmwood Drive frontage and there is a hydrant at the intersection of Elmwood Drive and Silver Oaks Drive. The water main is adequate to serve the proposed development. City sanitary sewer service is also available along the Elmwood Drive frontage. The sewer main is adequate to serve the proposed development. Traffic Patterns There are no traffic counts available for Elmwood Drive which provides access to the development. Elmwood Drive was the former US Highway 61 and carried a large volume of traffic. A new frontage road has been constructed as part of the Southwest Arterial project. Based on trip generation formulas, the development will have approximately 1, 337 average daily trips when fully built out. A gated emergency access lane will extend from Cambria Drive to Cycle Club Lane and will not be open to the public. Public Services: Existing public services are adequate to serve the site. Environment- Staff does not anticipate any adverse impact to the environment provided that any future development of the property is in compliance with established City standards for storm water management and erosion control. Adjacent Properties- The proposed preliminary plat will create 140 residential lots that will be access by Elmwood Drive. Staff anticipates that the most likely impact to adjacent property will be an increase in the number of vehicle trips generated by the proposed additional single-family lots when fully developed. Staff Analysis: The submitted Preliminary Plat of Silver Oaks Estates No. 3 subdivides 95.99-acre tract of land into 144 lots. The property is bordered by residential development to the south, east and north and Granger Creek, US Hwy 61/151 & Agricultural land to the west. The City of Dubuque has installed water and sewer service to the airport. These public utilities run along Elmwood Drive and can adequately service the site. A new frontage road (Elmwood Drive) was constructed as part of the Southwest Arterial project provides access to Silver Oaks Subdivision as well as the other adjacent county subdivisions. The subdivision will have a gated emergency access lane from Cambria Drive to Cycle Club Lane. Cycle Club Lane directly accesses US HWY 61. Elmwood Drive/Estero Court will be stub to the adjacent property for future extension and road connectivity. The streets are 31'wide with in a 50'wide right-of-way. Public sidewalks will be installed along street frontages.
