City Engineer Gus Psihoyos is recommending acceptance of the construction contract
for the Clarke Drive Fiber Project from Asbury Road to North Grandview Avenue, as
completed by Advanced Directional Drillers, in the final contract amount of $88,781.00.
This is an increase from the original contract amount of $71,005.25 due to increased
footage, vaults, concrete replacement and traffic control.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The enclosed resolution provides for the acceptance of the construction contract for the
Clarke Dr. Fiber Project from Asbury Rd. to N. Grandview Ave.
BACKGROUND
The Clarke Dr. Fiber optics — N. Grandview Ave. to Asbury Rd. provides connection
between future bores along Asbury Rd. and Clarke Dr. These fiber bores are completed
with Alliant Energy. These locations allow us to have a connection in an area in the City
of Dubuque that has not been accessible. This bore connects to the existing fiber on
Asbury Rd that will continue to the City of Dubuque limits and to Clarke Dr.
DISCUSSION
The project consisted of the boring of 3,455 linear feet of a joint package of fiber duct for
the City of Dubuque and Alliant Energy. This route is along Clarke Drive from N.
Grandview Ave. to Asbury Rd. with a branch down Asbury Rd. from Hillcrest to St.
Ambrose St. The construction included a fiber package of 7-way Futurepath for the City,
(2) 2" duct for the City, and (2) 1.25" for Alliant. In preparation for future partnerships,
one (1) of the 2" ducts that the City put in along this route could be bought or leased by
other telecommunication providers. The project was over the awarded amount due to
additions/modifications of the bore path which included more length of duct and
additional vaults. The amount was also over due to traffic control and concrete since it
was not apart of the bid. Since the project is joint with Alliant Energy, the cost is split
and any changes were discussed with them, as well.
The Clarke Drive Fiber Project from Asbury Road to N. Grandview Avenue was
completed by Advanced Directional Drillers of Dubuque, Iowa in the final contract
amount of $88,781.00. This is an increase from the original contract amount of
$71,005.25. This increase is due to increased footage, vaults, concrete replacement,
and traffic control.
RECOMMENDATION
I recommend that the City Council accept the improvements and authorize the payment
of the contract amount of $88,781.00 to Advanced Directional Drillers for the Clarke Dr.
Fiber Project from Asbury Rd. to N. Grandview Ave. Project.

RESOLUTION NO. 205-21
ACCEPTING THE CLARKE DR FIBER FROM ASBURY RD TO N. GRANDVIEW
PROJECT AND AUTHORIZING THE PAYMENT TO THE CONTRACTOR
WHEREAS, the public improvement contract for the Clarke Dr. Fiber from Asbury
Rd. to N. Grandview Ave. Project, (the Project) has been completed by the Contractor,
Advanced Directional Drillers, (Contractor), the City Engineer has examined the work and
recommends that the Project be accepted; and
WHEREAS, the final contract amount for the Project is $88,781.00;
WHEREAS, the Contractor has previously been paid $84,341.45, leaving a
balance of $4,439.05; and
WHEREAS, the City Council finds that the recommendation of the City Engineer
should be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved, and the
Project is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor the
balance of the retainage of $4,439.05 as provided in Iowa Code chapter 573, and to pay
such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa Code
chapter 26.13.

The undersigned City Engineer of the City of Dubuque, Iowa, hereby certifies that
he has inspected the Clarke Dr. Fiber from Asbury Rd. to N. Grandview Ave. Project
has been performed in compliance with the terms of the Public Improvement Contract,
and that the total cost of the completed work is $100,496.87.
