Assistant City Engineer Bob Schiesl is recommending acceptance of the construction
contract for the Southwest Arterial - North Cascade Road, English Mill Road, and
Military Road - Local Bridge Railing and Decorative Concrete Post Coloring Project, as
completed by Taylor Construction, Inc. in the final contract amount of $530,170, which
is a 0.7% decrease from the original contract amount of $533.905.00.

approval.

The enclosed resolution provides for the acceptance of the construction contract for the
Southwest Arterial - North Cascade Road, English Mill Road, and Military Road - Local
Bridge Railing and Decorative Concrete Post Coloring Project, Iowa DOT Project No.
STP-U-2100 (693)--70-31.
BACKGROUND
Through the collaborative partnership between the Iowa DOT staff and the City, the
Southwest Arterial Memorandum of Understanding (MOU), was signed on August 9,
2013, and the Transfer of Roadway Jurisdiction (TOJ), was signed on November 7,
2016.
Following the execution of the MOU and TOJ, the City continued as the lead agency for
the multiple project development phases for completing the Southwest Arterial and was
responsible for completing the following improvement projects:

Due to the significant visual impact that the Southwest Arterial / US 20 Interchange and
the Southwest Arterial / US 151-61 Interchange have to motorist as they enter the City,
the interchange bridges have a "Gateway" appearance. The "Gateway" appearance was
achieved by integrating unique and context sensitive architectural components to the
bridge structures and associated features. A partial list of the bridge enhancement
elements are as follows:
• Decorative formliner concrete to replicate cut limestone that complement the
historical use of native limestone found so prominently in the Dubuque area.
• Bridge piers with a scale and material appearance reminiscent of historical
Dubuque based structures and icons.
• Steel -arch truss bridge members over the main bridge span in keeping with
Dubuque's visual bridge identity.
• High efficiency and high impact enhancement lighting to allow the bridge
structure to illuminate at night to create a signature visual presence.
The architectural bridge enhancements developed were presented at several public
informational meetings and were well received by the public with strong support to
maintain some visual scale and material continuity along the Southwest Arterial corridor
bridges. This was achieved by incorporate many of the same design components and
enhancement treatments into the North Cascade Road, English Mill Road, and Military
Road bridges.
DISCUSSION
The Southwest Arterial - North Cascade Road, English Mill Road, and Military Road -
Local Bridge Railing and Decorative Concrete Post Coloring Project was completed by
Taylor Construction, Inc. of New Vienna, Iowa in the final contract amount of
$530,170.00. This is a 0.7% decrease from the original contract amount of $533,905.00.
RECOMMENDATION
I recommend that the City Council accept the improvements and authorize the payment
of the contract amount of $530,170.00 to Taylor Construction, Inc. for the Southwest
Arterial - North Cascade Road, English Mill Road, and Military Road - Local Bridge
Railing and Decorative Concrete Post Coloring Project.

The DMATS STBG Funding covers 80% of eligible construction costs. The local match
funding covers the 20% local match for the eligible construction costs and 100% of the
engineering and administrative costs.
ACTION TO BE TAKEN
I recommend that the City Council adopt the attached resolution to accept the
improvements and to authorize the payment of the contract of $530,170.00 to Taylor
Construction, inc. for the North Cascade Road, English Mill Road, and Military Road -
Local Bridge Railing and Decorative Concrete Post Coloring Project (Iowa DOT Project
No. STP-U-2100 (693)--70-31).

ACCEPTING SOUTHWEST ARTERIAL NORTH CASCADE ROAD, ENGLISH MILL
ROAD, AND MILITARY ROAD LOCAL BRIDGE RAILING AND DECORATIVE
CONCRETE POST COLORING PROJECT, IOWA DOT PROJECT NO. STP-U-2100
(693)--70-31 AND AUTHORIZING THE PAYMENT TO THE CONTRACTOR
WHEREAS, the public improvement contract for the Southwest Arterial - North
Cascade Road, English Mill Road, and Military Road - Local Bridge Railing and
Decorative Concrete Post Coloring Project, Iowa DOT Project No. STP-U-2100 (693)--
70-31, (the Project) has been completed by the Contractor, Taylor Construction, Inc.
(Contractor), the City Engineer has examined the work and recommends that the Project
be accepted; and
WHEREAS, the final contract amount for the Project is $530,170.00;
WHEREAS, the Contractor has previously been paid $514,264.90, leaving a
balance of $15,905.10; and
WHEREAS, the City Council finds that the recommendation of the City Engineer
should be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved, and the
Project is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor the
balance of the retainage of $15,905.10 as provided in Iowa Code chapter 573, and to pay
such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa Code
chapter 26.13.
