Sealed bids were received for the Fire Station 6 External Stairwell Addition Project.
Project Manager Steve Sampson Brown recommends award of the construction
contract to the low bidder, Reed Construction, in the base bid amount of $280,000,
which is 19.1 % below the engineer's estimate.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The attached resolution authorizes the award of the construction contract for the Fire
Station 6 External Stairwell Addition Project.
BACKGROUND
Fire Station 6 is a three-story structure that comprises of an apparatus truck bay and
kitchen on the ground floor, living quarters and office space on the second floor, and a
restricted height basement. The only access between the ground floor and the second
floor is a wooden internal staircase that is original to the building which was built in 1906.
The original staircase has begun to separate at the second -floor level and is becoming
structurally unstable.
DISCUSSION
In 2017 the Fire Department contracted with IN Engineers, Architects, Surveyors P.C.
of Dubuque, IA (I IW) to conduct a facility needs assessment for Fire Station 6. The results
of that assessment were completed in 2018 which indicated the internal stairwell was in
need of replacement. Based on the results of the assessment, IN was hired to design
the replacement of the staircase. After consideration of several alternatives and the
current and future needs of the fire station, a design option was selected to remove the
internal staircase and replace it with an enclosed set of external stairs on northeast side
of the station. This alternative has several benefits:
• By removing the internal staircase, critically needed additional equipment
storage space is created on the first floor.
• The current hose drying tower which can only be accessed via the kitchen
area will be relocated to the new external stair tower.
• Direct access to the basement from the exterior of the building will be
created.

BID RESULTS
The City received bids on June 9, 2021, for the Fire Station 6 External Stairwell Addition
Project. Reed Construction of DeWitt, Iowa submitted the low bid in the amount of
$280,000.00. Which is 19.1 % below the engineer's estimate. Due to the rapidly rising
cost of lumber, bid alternate #1 allowed bidders to use cold formed metal studs instead
of wood. Since no savings was realized from the bid alternate, the basis of award is the
base bid only.

AWARDING THE PUBLIC IMPROVEMENT CONTRACT FOR THE FIRE STATION 6
EXTERNAL STAIRWELL ADDITION PROJECT
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Whereas, sealed proposals have been submitted by contractors for the Fire Station
6 External Stairwell Addition Project, (the Project) pursuant to Resolution No. 172-21 and
Notice to Bidders published on the City of Dubuque, Iowa website and plan room service
with statewide circulation on the 21st day of May 2021.
Whereas, said sealed proposals were opened and read on the 9th day of June
2021 and it has been determined that Reed Construction of DeWitt, Iowa, with a low bid
in the amount of $280,000.00 is the lowest responsive, responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Reed
Construction and the City Manager is hereby directed to execute a Public Improvement
Contract on behalf of the City of Dubuque for the Project.
Passed, adopted, and approved this 21st day of June 2021.

Dear Steve:
In accordance with the Advertisement for Bids for Public Improvement Project, Fire Station 6
External Stairwell Addition, (3) project bids were opened and read at 2:05 p.m. on June 9,
2021. A tabulation of the bids is enclosed.
After reviewing the bids, it was determined the low bid was submitted by Reed Construction.
The lump sum base bid amount is $280,000.00. We have confirmed with the apparent low
bidder they are able to complete the work outlined in the drawings and specifications in the
timeline set forth in the project specifications. They have successfully completed other
projects of similar size and complexity. With this information, we recommend award of the
contract to Reed Construction, located in Dewitt, Iowa in the amount of $280,000.00.
The engineer's estimate for this project was $348,000. The low bid of $280,000.00 is $68,000
or 20% below the engineer's estimate. Since this is a renovation project, we recommend that
the city budget for a construction contingency of 10% of the bid amount, or $28,000.00.
Please let us know if the City plans to award the contract and wants Origin Design Co. to
prepare and send contract documents to Reed Construction.
