City Engineer Gus Psihoyos recommends City Council approval of a resolution
authorizing submission of the application to the Iowa Department of Transportation for
State Recreational Trail (SRT) grant funds for the Bee Branch Creek Trail: Phase 2
project. The SRT Program provides grants up to 75% of project costs. Cities must
provide the required minimum 25% local match and written assurance for the
maintenance of the completed project for a minimum of 20 years.
The FY 22 funding would come from the additional Local Option Sales Tax (LOST)
funds received in FY21 for street construction projects.
As part of this project City staff request that additional City funding be provided in FY 22
to accommodate the local match required. This project originally showed local match in
FY 24. Due to the recent development of the Chaplain Schmitt Island Veteran's
Memorial and efforts to implement the Chaplain Schmitt Island Master Plan, there is a
need to make this trail connection sooner.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The attached resolution authorizes submission of the application to the Iowa
Department of Transportation (IDOT) for State Recreational Trail (SRT) grant funds
for the Bee Branch Creek Trail: Phase 2 project. The application form and location
maps also are attached.
BACKGROUND
The IDOT is seeking applications for the SRT grant funds to fund public recreational trails.
The SRT Program provides grants up to 75% of project costs. Cities must provide the
required minimum 25% local match and written assurance for the maintenance of the
completed project for a minimum of twenty (20) years.
DISCUSSION
The Bee Branch Creek Trail is a multi -phased trail to be built along the restored Bee
Branch Creek. It will extend connections to two (2) regional trails -- Dubuque Heritage
Trail and Mississippi River Trail - as well as to the citywide trail system. The project
also is part of a phased trail connection to the Jule public transit service and
bicycle/pedestrian amenities at the Intermodal Transportation Center on Elm Street.
Phase 1 of the Bee Branch Creek Trail will be bid through IDOT this summer. Phase
1 will extend south from the existing Lower Bee Branch Trail across the Sycamore
Street bridge at the intersection of 16th Street and Sycamore Street, then southeast
under US Highway 61/151 along the shoreline of the 16th Street Detention Basin,
then south to 12th Street adjacent to the Alliant Energy solar array, then east towards
Kerper Boulevard.
The Bee Branch Creek Trail: Phase 2 project will begin where the Phase 1 project ends
along 12th Street. Phase 2 will circle the 16th Street Detention Basin along its southern
shoreline parallel to 12th Street and along its eastern shoreline parallel to Kerper
Boulevard. The 0.38-mile trail project will be built in compliance with ADA standards as a
1 0-foot-wide paved trail for pedestrians and bicyclists. A retaining wall will be required.
City Engineering has worked with Leisure Services for the past two years getting ready
for the trail to go around the detention basin. City Engineering has coordinated the trail
concept with Public Works & Origin Design fka IIW Engineers to make sure it is
compatible with the design of the new Kerper Boulevard pump station on the east side of
the detention basin.
The Bee Branch Creek Trail fulfills the top and high priorities, goals, and objectives of
the Dubuque Metropolitan Area Study (DMATS) 2045 Long Range Transportation
Plan. The project is included in the DMATS 2045 Plan. The Bee Branch Creek trail
project also is consistent with the Transportation + Mobility recommendations in the
City's 2017 Imagine Dubuque Comprehensive Plan.
PUBLIC ENGAGEMENT
The Bee Branch Creek Trail project was included in the City Council public hearing
in the Engineering Department's FY2018 Capital Improvement Program (CIP) budget
presentation on February 27, 2017. It was also part of the City Council public hearing
on the overall CIP budget on March 3, 2017.
The addition of the Bee Branch Creek Trail project to the DMATS 2045 Long Range
Transportation Plan as part of the 16 th Street Improvements was approved by the
DMATS Policy Committee after a public hearing on November 9, 2017.
The City Council approved the application for DMATS Transportation Alternatives
Program (TAP) grant funds for Phase 1 of the Bee Branch Creek Trail at a public
meeting on November 20, 2017.
The City of Dubuque conducted a public involvement process in September through
December 2017 for a new park to be located at 15th Street and Sycamore Street
where the north end of the Bee Branch Creek Trail will terminate. The multi -phased
alignment of the overall trail project was presented and discussed as part of that
public involvement process.
The Iowa Department of Transportation, Alliant Energy and the property owner from
whom Alliant Energy leases land for its 12th Street solar array continue to be involved
with and supportive of the Bee Branch Creek Trail project's multi -phased alignment.
City Engineering staff reviewed the Bee Branch Creek Trail project with the non-profit
bike/hike trail group, Tri-State Trail Vision, on September 24, 2020.
City staff notified all adjoining property o\&pers of the Bee Branch Creek Trail project
and Phase 1 in particular via mail or in person in November of 2017 and again in
2020. City staff plans to re -notify the adjoining property owners of the Phase 2 project
via mail during the week of June 21, 2021.
RECOMMENDATION
I recommend submission of the IDOT SIRT grant application for the Bee Branch Creek
Trail: Phase 2 project and written assurance for the maintenance of the completed
project for a minimum of 20 years.
BUDGETIMPACT
As part of this project City staff request that additional City funding be provided in FY
22 to accommodate the local match required. This project originally showed local
match in FY 24. The FY 2024 match amount was shown to be $128,400. This
assumed a 20% match on a federal TAP (Transportation Alternatives Program) grant.
This current proposal is to use city match on an SIRT grant which requires more match
but less administrative burden for oversight. Due to the recent development of the
Chaplain Schmitt Island Veteran's Memorial and efforts to implement the Chaplain
Schmitt Island Master Plan, there is a need to make this trail connection sooner. This
project helps address the City Council 2025 goal of Connected Community: Equitable
Transportation, Technology Infrastructure and Mobility. The FY 22 funding would
come from the additional Local Option Sales Tax (LOST) funds received in FY21 for
street construction projects.

In order to boost the chances for the city to be awarded the grant, the budget numbers
show a city match of 30% (construction + contingency are included in the match
funding, engineering is not).
ACTION TO BE TAKEN
I recommend the City Council adopt the attached resolution authorizing submission of
the IDOT SIRT grant application for the Bee Branch Creek Trail: Phase 2 project and
providing written assurance for the maintenance of the completed project for a
minimum of 20 years.

2 PROJECT AND ASSURANCE THAT THE IMPROVEMENTS WILL BE MAINTAINED
FOLLOWING COMPLETION OF THE PROJECT
Whereas, the Iowa Department of Transportation (IDOT) has grant funds available
in the State Recreational Trail (SRT) Program to fund public recreational trails; and
Whereas, the Bee Branch Creek Trail was added to the Dubuque Metropolitan
Area Transportation Study (DMATS) 2045 Long Range Transportation Plan as part of the
16th Street Improvements Project on November 9, 2017: and
Whereas, the City of Dubuque has allocated Sales Tax funds to match the
requested SRT grant funds for construction of the Bee Branch Creek Trail: Phase 2
Project; and
Whereas, the IDOT requires the City of Dubuque's official endorsement of the
project and the City's stated commitment to maintain the improvements for the intended
public use for a minimum of twenty (20) years following project completion.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The Mayor is authorized to sign and submit an application for SRT
Program Funds to the IDOT for the Bee Branch Creek Trail: Phase 2 Project.
Section 2. That the City Council hereby provides its written assurance that the Bee
Branch Creek Trail: Phase 2 Project will be adequately maintained for its intended public
use for a minimum of twenty (20) years following completion of the project.

Preliminary planning and public outreach activities have been undertaken for the complete Bee
Branch Creek Trail project. Preliminary engineering activities have been completed to identify
probable cost estimates for the various project phases. The costs of these activities are not part of
the grant request.
Documentation and Narrative Information
The following documents and narratives must be submitted with this application. In the upper right corner of each document or

A. A narrative PROJECT DESCRIPTION. Provide a clear description of the concept of the proposed project that is no more
than 1 page in I ength. In clu de su ch information as project termini, existing site conditions, tral I length, number/acreag e of
parcels to be acquired, general construction activities planned, etc. Remember to provide summary details of only the
project scope that is the subject of the funding request. Do not provide details of completed or future phases of a project.
B. Narrative responses to the PROGRAM SCORING CRITERIA. Please address each of the items below. Include the
question in bold as listed below before each response. Limit the total length of all eight (8) responses to five (5) pages.
Again, please remember to provide summary details of only the project scope that is the subject of the funding request.

1. Define the need for the project in terms of the population to be served and existing trails in the area.
(25 points) Provide information to address why the project is needed. For example, does the project complete an
extension of an exist! ng tral I to a destin ation, fill a g ap of a key trail segment, provide access to an u nserved area or
population, etc.?
2. Describe the compatibility with local, area -wide, regional or statewide plans. (15 points) Discuss whether the
project is included in and/or consistent with local, area, regional, or statewide trail, recreation, or transportation plans.
3. Describe the benefits of multiple uses and recreational opportunities. (20 points) Address how the trail may be
used by mu Itiple user grou ps such as ped estrians, bikers, motorized uses, etc. part! cularly if this trail will add ress an
un-met n eed in th e area for any particu lar user g roups.
4. Define the quality of the site. (25 points) Discuss any safety, environmental, or design considerations or issues
and how your project will address these challenges. Keep in mind ALL projects will be expected to meet state and
federal requirements including ADA compliance. See Chapter 12 of the Iowa DOT Design Manual
hftps://Iowadot.aov/desian/desian-manual for assistance on designing pedestrian and bicycle facilities.
5. Describe the economic benefits to the local area. (10 points) Discuss how the project will assist the economic
conditions of the area by increasing the quality of life, retaining businesses/residents, attracting business/residents,
attracting day tourists, and overnight visitors.
6. Describe any special facilities for disabled users. (5 points) The project will be required to be ADA compliant.
Beyond ADA compliance, are there any additional features that will provide improved access points or parking for
disabled users?
7. Project "shovel readiness." (25 points) Awarded projects will be expected to be complete within two (2) years.
Discuss how this schedule will be met such as steps already completed, funds fully secured, experience completing
similar projects on -schedule, etc.
8. Local funding for the project. (5 points) Funding sources were identified on page 2 of the application form. Points
are awarded for requesting LESS than the maximum request of 75% of total project costs and demonstrating that all
project funds (less the request) needed to complete the project are secured. Please discuss any additional
information related to the availability of non-SRT funds.
C. A DETAILED MAP identifying the location of the project. The project scope should be clear and the map may also
include other important information referred to in the narrative such as important transportation linkages, clearly
marked completed or future project phases, etc. More than one map may be submitted if the scope of the project is
such that the desired detail is not feasible to be included on just one map. If the map is unclear, incomplete, or
reviewers can't understand the map, your application will likely not score well. Limit map sizes to no larger than
8.5-by-11 -inches.
D. A SKETCH PLAN of the project, including cross section for bicycle or pedestrian facilities. If the cross section of your
facility varies across the project (width, number of lanes, etc.) include a cross section for each situation and identify
its location. (Required for construction projects only.)

It is not necessary to include photographs of all aspects or the entire route of a project. Photos submitted should be
representative of the project as a whole or should support any particularly compelling or complex description
included in the narrative provided in item A above.
FX F. An ITEMIZED BREAKDOWN of the total project costs. This documentation does not need to be a detailed,
line -item type estimate or formal engineer's opinion of probable cost. However, it must accomplish two objectives: 1)
it must show the method by which the cost estimate was prepared; and 2) it must enable a reviewer to determine if
the cost estimate is reasonable. The manner in which these objectives are achieved may vary widely depending on
the type, scope, and complexity of the project. Absent a fully itemized list of costs, some general guidelines for
possible methods of estimating each type of project cost are provided on Attachment A.
F G. An estimated TIME SCHEDULE for the total project development. Projects will be required to be completed within
two years of funds being awarded to the project. Upon award and execution of a project funding agreement, projects
that fail to make satisfactory progress may be terminated by the Iowa Department of Transportation.
M H. An OFFICIAL ENDORSEMENT of the project from the authority to be responsible for the project's maintenance and
operation. The authority must provide written assurance it will adequately maintain the completed project for its
intended public use following project completion. For most construction projects, this will be a minimum of 20 years.
The endorsement must also acknowledge the intent of the authority to provide the match funds required for the
project. For cities, counties, or other political subdivisions, this should be in the form of a fully executed resolution by
the elected body or board, as applicable.
J. A NARRATIVE discussing the public input process that was followed and the extent to which adjacent property
owners and others have been informed of the proposed project and an assessment of their acceptance. As part of
this narrative, also describe local and regional planning efforts related to the project, including whether it is listed in a
long-range plan. Also include discussion of any partnerships among local organizations and stakeholders that this
project may help to facilitate or how these entities or individuals have contributed to the development of the project
concept or have committed financial or other support to the project.
K. A LETTER OF SUPPORT from the Iowa DOT's district office if the project will include construction within Iowa DOT
right of way.
L. A completed MINORITY IMPACT STATEMENT.
The award of State Recreational Trails program funds; any subsequent funding or letting of contracts for design, construction,
reconstruction, improvement, or maintenance; or the furnishing of materials for this project shall not involve direct or indirect Interest,
prohibited by Iowa Code 314.2, 362.5, or 331.342, of any state, county, or city official, elective or appointive. Any award of funding or
any letting of a contract in violation of the foregoing provisions shall Invalidate the award of funding and authorize a complete recovery
of any funds previously disbursed.

Although this project is located in a Census tract that serves several neighborhoods with higher population of
minority groups than the City of Dubuque as a whole, the project functions as part of a free citywide bicycle and
pedestrian network with connections to regional trails. The citywide and regional aspects of the City's trail system
