City Engineer Gus Psihoyos recommends an amendment to City Ordinance
9-7-321.285 (C) that reduces the speed limit from 45 mph to 35 mph on Seippel Road
from U.S. Highway 20 to Old Highway Road. The speed limit on Seippel Road from Old
Highway Road to the northerly City limits will remain at 35 mph.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Speed Limit Reduction — Seippel Road from U.S Highway 20 to Old
Highway Road
INTRODUCTION
This memorandum is regarding an amendment to City Ordinance 9-7-321.285 (C) in
which a portion of Seippel Road from U.S Highway 20 to Old Highway Road is
recommended to have a speed limit reduction from 45 mph to 35 mph. The speed limit
on Seippel Road from Old Highway Road to the northerly City limits will remain 35 mph.
BACKGROUND
After receiving complaints from property owners along Seippel Road between U.S
Highway 20 and Old Highway Road, this section of roadway has seen increased speeds
due to the recent completion of the SW Arterial. Seippel Road functions as a collector
street providing for traffic circulation within residential neighborhoods and commercial and
industrial areas. Seippel Road from Old Highway Road to the northerly City limits is
posted at 35 mph.
DISCUSSION
Engineering has determined the current speed limit of 45 mph on Seippel Road, south of
Old Highway Road, should be reduced with the presence of two-way traffic, existing
intersections/driveways, and the horizontal curvature of the roadway. A reduced speed
limit to 35 mph on Seippel Road from U.S Highway 20 to Old Highway Road will improve
the safety of the roadway. This reduction will coincide with the current posted speed limit
on Seippel Road, north of Old Highway Road.
RECOMMENDATION
Engineering recommends a posted speed limit reduction from 45 mph to 35 mph on
Seippel Road from U.S Highway 20 to Old Highway Road based on the presence of two-
way traffic, existing intersections/driveways, and the horizontal curves on this section of
roadway. A temporary speed shield will be accompanied with the changed speed limit.
ACTION TO BE TAKEN
I recommend the amendment to City Ordinance 9-7-321.285 (C) that reduces the speed
limit from 45 mph to 35 mph on Seippel Road from U.S. Highway 20 to Old Highway Road
be approved.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. Section 9-7-321.285 of the City of Dubuque Code of Ordinances is
hereby amended as follows:
