BACKGROUND INFORMATION
The Dubuque County Public Health Incident Management (IMT) team consisting of City
of Dubuque Health Services Department (Mary Rose Corrigan) Dubuque County Health
Department, (Patrice Lambert) VNA (Stacey Killian) and the Dubuque County
Emergency Management Agency (Tom Berger), along with both hospitals continue in
full activation. The IMT also consists of county Health Department Assistant Director,
Samantha Kloft and City of Dubuque Health Services Department Environmental
Sanitarians Tim Link and Sydney Moquin. We are coordinating our response efforts in
conjunction with the Iowa Department of Public Health (IDPH), and with guidance from
CDC via weekly webinars and direct contact with our regional
epidemiologist. Randy Gehl serves as the Public Information (PIO) officer for the
IMT. Another section of the IMT is vulnerable populations, lead by Kelly Larson, Human
Rights Director. The vulnerable populations section is assisted by the Equity Imersion
Committee and many community partners.

Iowa Website Changes effective July 1, 2021
• Long Term Care page will be removed, and historical data archived.
• Number of Long -Term Care facilities with a reportable outbreak each week will
be listed on the main page.
• Serology page will be remove from the live site, and historical data archived.
• Occupation data will be remove from the live site, and historical data archived.
• Test Iowa Assessment page will be remove from the live site, and historical data

Long Term Care facility status
Dubuque County currently has no long term care facility (LTC) outbreaks and the state
of Iowa reports two facility outbreaks.
Dubuque VNA
VNA continues to operate the public call center for Dubuque County 7 days/week for
general COVID questions. To date VNA has fielded over 42, 905 contacts calls/contact
from the community, 118 since June 21, 2021. The VNA will change the contact tracing
strategy for Dubuque County, as recommended by IDPH. It is very common for contact
tracing to discontinue for certain communicable diseases based on their prevalence and
the status of the community. Contact tracing will occur for COVID 19 positives clusters
and outbreaks but not for routine individual cases. The VNA and IMT continuing to
monitor positive cases reported in conjunction with our local health care providers and
IDPH.
Emergency Management Agency (EMA)
Director Tom Berger reports Iowa is in the process of transitioning away from supplying
PPE to local health care and jurisdictions. In May a survey was sent to all EMS, Long
Term Health Care Facilities, Hospitals and Public Health Agencies for them to request
remaining stock in the State warehouse. That has since been received locally and for
the most part distributed through EMA. The next tier will be for jails and correctional
facilities to make PPE requests with what remains in stock. The state will continue to
offer available supplies to additional prioritized groups while the supplies are available in
the inventory.
Last fall the state did a push of PPE to allow local EMAs to have a 30-day supply in the
event of another surge. Dubuque County's supply is currently in local storage and will
be available for future needs while it remains within expiration dates. We also have a
small supply of remaining PPE available at the EOC.
PPE supply chains have caught up and PPE is readily available through normal
vendors. We are demobilizing our PPE distribution but will still be able to submit
emergent requests for PPE if local facilities cannot procure on their own.
Hospital Capacity Planning
The IMT continues to monitor hospital capacity and capability and communicate
with MercyOne and UnityPoint Finley Hospitals. This includes monitoring new
cases, outbreaks and other data points to assure that hospitals continue to plan for
surges while maintaining services for other non-COVID-19 patients. Hospital census for
COVID-19 patients are low, however, patients continue to be hospitalized for COVID-
19.
Public Information
The City's Public Information Office team continues to provide communications support
to the incident management team. On June 21, they transitioned from providing the
COVID updates for Dubuque County on Mondays, Wednesdays, and Fridays to once a
week, on Mondays. The PIO team also continues to promote public vaccine clinics, the
SleevesUp phone line and facilitates pandemic -related media inquiries.
COVID- 19 Vaccination
The IMT manages the IDPH vaccine allocations along with partnering with local
pharmacies are who are receiving vaccine through the Federal Retail Pharmacy
Program. The IMT has not requested or accepted vaccine for several weeks, but most
likely will request more vaccine this week since the inventory in the county has been
administered.
The Kennedy Mall POD had it's last clinic on June 27, 2021. Opening on February 1,
2021, the POD provided a centralized venue for local vaccine providers to vaccinate
their patients and the community at large, without disrupting their operations at their
own facilities. The POD was also a consistent, easily accessible site for public
vaccinations. Volunteers managed by the Retired Senior Volunteer Program
(RSVP) are commended for their service. Without them, the POD could not have
operated successfully for five months. As vaccine providers now utilize their own
facilities during business hours, many opportunities for vaccination are available, both
on a walk-in and appointment basis. The IMT continues to seek and plan for outreach
vaccination opportunities and the IMT will continue to facilitate, develop and plan
smaller community -based, outreach vaccination clinics.
VNA will be offering walk in appointments at their main location at 660 Iowa Street and
scheduled clinics on the following:
Mondays: 7/5 (4pm-7pm), 7/26 (4pm-7pm)-WALK INS
Fridays: 7/9 (8am-430pm), 7/16 (8am-430pm), 7/23 (8am-430pm), 7/30 (8am-430pm)
VNA will begin offering $10 gas cards to those who get vaccinated along with nutritious
snacks at their Monday evening clinics.
In addition, health care providers and pharmacies continue to offer walk-in and
appointments for vaccinations, prime and booster doses, at their sites. To facilitate
access to vaccination appointments, the Dubuque County Sleeves Up phone line at
563 587 4950 continues, currently staffed by Americore workers. Call takers facilitate
vaccine clinic locations, appointment making and internet navigation though inbound
and outbound calls to connect people to vaccines.
Testing for COVID-19
On June 16, 2021, the IDPH announced Test Iowa, the state's large-scale, free COVID-
19 testing program which launched in April of last year, will end operations on July 16,
2021. Staggered closings of its drive-thru test sites and clinic locations statewide are
occurring. The Iowa Department of Public Health (IDPH) and State Hygienic Lab (SHL)
will provide at-home test kits free of charge to Iowa residents through a mail order
system or via pick-up locations at healthcare and public health sites in communities.
Information about where to obtain these free in home test kits will be forthcoming in the
next few weeks.
The Variants
SARs COV2 variants continue to emerge with the B.117 or Alpha variant having been
the most dominant and the Delta variant quickly emerging to become the dominant
strain in the United States. The Alpha (B.117) variant was dominant in the United
Kingdom (UK.) Now the Delta, or B1617.2 variant is dominant in the UK and is
contributing to the surge in India. This variant is believed to be 40% more infectious
than the B117 variant, which itself is 50-100% more infectious than previous strains. All
vaccines used in the US are effective against the Delta variant, and this is monitored
continuously. The Delta variant is estimated at making up 10% of the US variants found
as of June 19, 2021. However as more variant testing (sequencing) increases, this
percentage will also increase.
Looking ahead
• While vaccine is plentiful, the roll out will be slow but steady from here on out.
• Provide ongoing education and access for COVID -19 to vulnerable populations,
with the assistance of the Equity Immersion Committee and many community
partners.
• Plan for non-traditional and targeted community vaccine distribution and
administration sites and methods in case they are needed
• Provide ongoing community vaccine education and administration as eligibility
and availability changes, utilizing multi -media and community outreach.
• Implementing and distributing ever changing guidance from CDC, IDPH and the
Governor's Office.
• Monitor and provide community education on SARS CoV2 variants.
• Provide COVID-19 guidance for summer special events and activities
• School and higher education institution planning for Fall, 2021
• Plan for COVID 19 testing access and in -home kit distribution outside of
Testlowa clinics.
• Move to cluster and outbreak contact tracing of COVID-19 cases
