WHEREAS, in the early 1980s, due to crippling economic hardship for our two major employers, the
City of Dubuque was experiencing the highest unemployment rate in the country and the
downtown first floor vacancy rate had reached 55 percent; and
WHEREAS, in 1985, City officials and Downtown Business leaders decided to apply for and did
become a pilot public/private partnership in the inaugural Urban Main Street program,
introduced by Main Street American (aka the National Main Street Program) to seek city
center revitalization through a four -point approach consisting of historic preservation
Design, Business Improvement, Promotion and Organization; and
WHEREAS, in over 36 years of diligent and hard work by Dubuque Main Street, as the only
continuously running urban Main Street program in America, and its partners; as well as
through technical assistance, professional development, incentive programs and a
network of peers through Main Street America and Main Street Iowa, Downtown Dubuque
stakeholders have elevated the District to become a leader and prototype community for
preserved historic architecture, reused buildings and job growth; and
WHEREAS, this momentum can be demonstrated in statistics such as more than $410 million in
building rehabilitation, more than $260 million in new construction, more than $190 million
in real estate sales, more than $150 million in public improvements, growth of in excess
of 3,700 net jobs in downtown alone, countless grants and awards; and
WHEREAS, there is still work to be done, as downtown development is incremental and in continuous
need of reimagined and renewed commitment.
NOW THEREFORE, I, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON BEHALF
OF THE CITY COUNCIL, STAFF AND THE CITIZENS OF DUBUQUE, DO HEREBY WELCOME
TODAY'S VISIT BY MAIN STREET AMERICA AND PROCLAIM THE WEEK OF JULY 19, 2021 AS
"MAIN STREET PUBLIC/PRIVATE PARTNERSHIP WEEK"
IN THE CITY OF DUBUQUE, IOWA.
