SUBJECT: FY 2022 Arts & Culture Special Projects Grant Funding Recommendation

Arts & Cultural Affairs Coordinator Jenni Petersen -Brant recommends City Council
concurrence with the Arts & Cultural Affairs Advisory Commission's recommendations
to fund the FY2022 Special Project grant applications.
The FY2022 approved budget includes $35,000 for Arts & Culture Special Projects
Grants. An additional $7,200 is available through previously approved FY2021 to
FY2022 carryover in support of ongoing grant funding to support diverse arts and
cultural activities will also be used.
Seven applications were submitted, requesting $51,600 in eligible expenses. A three -
person independent jury reviewed and scored applications; scoring was then
considered and a recommendation provided by the Arts & Cultural Affairs Advisory
Commission.
The Arts & Cultural Affairs Advisory Commission recommends funding the following
projects at the levels noted:
• $8,000 to Travel Dubuque in partnership with Voices Productions for "Dubuque
Street Art Interactive Experience" project
• $8,000 to University of Dubuque in partnership with the City of Dubuque
Regional Airport and Commemorative Robert L. Martin Memorial Committee for
"Black Heritage Tribute Program Initiative in honor of Captain Robert Martin"
project
• $8,000 to Dubuque Museum of Art in partnership with Dubuque Community
Schools, Carnegie -Stout Public Library, and others for "Vietnam: The Real War
Exhibition and Engagement Activities"
• $5,500 to Dubuque Arts Council in partnership with Heritage Center at
University of Dubuque for "Neil Berg's Broadway Holiday Show featured
Dubuque native Rita Harvey" project
• $4,400 to Julien Dubuque International Film Festival in partnership with local
Ear/Nose/Throat (ENT) physicians, therapists, and impacted families for "Fall
Educational Series: Can You Hear My Voice?" project
• $3,300 to Shalom Spirituality Center in partnership with National Alliance on
Mental Illness (NAMI) and local art therapy facilitators for "Art of Healing
Program" project
• $5000 to Heritage Works in partnership with Dubuque Museum of Art, Dubuque
County Historic Preservation Commission, Voices Productions, Dubuque Urban
Sketchers, and others for "Historic Activation" project
Funding recommendations totals $42,200. In addition, the above projects represent
total cash and in -kind investment from private and public sources of $201,970. Projects
will be implemented prior to June 30, 2022 with final reports due by August 30, 2022.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memorandum requests City Council concurrence with the recommended recipients and
funding levels of the FY2022 Arts & Culture Special Projects grant applicants.
BACKGROUND
The Arts & Culture Special Projects Grant program has been in place since FY2005, when
$30,000 was disbursed to five arts organizations for their work. This amount was increased to
$35,000 annually in FY2006.
For FY2022, $23,311 from FY2021 Special Projects grant program savings were carried over
for a separate, non -recurring Creative Resilience program; based on applications received by
the deadline for that new program, $10,811 of the carryover remains unrequested and is
recommended for distribution to assist in supporting the projects as outlined below.
Special Projects grant applications were accepted between March 15, 2021 and June 1,
2021. Seven (7) applications were submitted, requesting $51,600 in eligible expenses. A
three -person independent jury reviewed and scored applications; scoring was then
considered and a recommendation provided by the Arts & Cultural Affairs Advisory
Commission (Arts Commission). Myself, as staff for the City's Arts Commission, has
overseen the process throughout.
DISCUSSION
The jury panel comprised of the following individuals reviewed applications:
Beth McGorry, Director of Donor Relations for St Mark Youth Enrichment,
Dubuque, IA
Michaela Delzer, Development Director for ArtHaus, Decorah, IA
Michaela Freiburger, Consultant for America's SBDC of Northeast Iowa and
Program Coordinator for Dubuque County Energy District
Panelist scoring was based on a 15-point rubric, previously approved by the Arts Commission
for the FY2022 Special Projects grant application process. Said rubric ensured that
imperatives of proposed projects included:
• Uniqueness / Relevance - Projects should create unique and innovative artworks,
arts experiences, or arts learning opportunities that stand out from the applicant's
previous offerings in significant ways. Activities may be produced within an established
series of programming.
• Partnership - Active and collaborative partnership with one or more entities,
evidenced by the submission of at least one letter of commitment that demonstrates
support for the project and describes the partner's role in project activities.
• DEI - Planning efforts and stated outcomes incorporate strategies and tactics to
engage and/or represent diverse voices, advance equity, and create inclusive access
to project activities
Scoring was received and compiled for Commissioner review by staff, with competitive
ranking of applications and corresponding funding levels provided to the Arts Commission for
consideration during a Special Meeting on Tuesday, July 13, 2021.
Staff provided a recommendation as outlined in the attached worksheet for the Arts
Commission's consideration. This initial recommendation funded applicants' eligible requests
based on the percentage of their score, i.e. if an application received 85% of the points
available, an award would be 85% of what they requested. This option totaled $40,500
across the seven applications.
Following discussion, the Arts Commission drafted alternate funding levels as follows with
consideration to competitiveness of applications, project scale and impact on new audiences,
and interest in supporting new program applicants. Two (2) Commissioners abstained from
discussion and voting due to potential conflicts of interest. The recommendation below,
supported by a quorum -plus of five (5) Commissioners, funds the following projects at the
levels noted:

RECOMMENDATION/ ACTION STEP
I respectfully request concurrence with the Arts & Cultural Affairs Advisory Commission
recommendation to fund the aforementioned FY2022 Special Projects grant applications for
approval by City Council.
