3 11 21 City Council Proceedings Official_Budget 5CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION OFFICIAL The Dubuque City Council met in special session at 6:30 p.m. on March 11, 2021. Due to the COVID-19 pandemic and mandates for social distancing, this meeting was conducted virtually via GoToMeeting and aired live on CityChannel Dubuque (Mediacom cable channels 8 and 117.2), streamed live on the City's website at www.citvofdubu- que.orq/media, and streamed live on the City's Facebook page at www.face- book.com/cityofdu bug ue. Present: Mayor Buol; Council Members Cavanagh, Farber, Jones, Resnick, Roussell, Sprank; City Manager Van Milligen. Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of setting the public hearing on the Fiscal Year 2022 City Budget and conducting public hearings on certain Fiscal Year 2022 Departmental Budgets. ITEMS SET FOR PUBLIC HEARING 1. Set Public Hearing on Fiscal Year 2022 City Budget: City Manager recommended that the City Council set a public hearing for March 24, 2021, on the Fiscal Year 2022 City budget, operating and capital improvement program, for the City of Dubuque. Motion by Jones to receive and file the documents and adopt Resolution No. 64-21 Setting the date for the public hearing on the Fiscal Year 2022 budget as amended for the City of Dubuque and Resolution No. 65-21 Setting the date for the public hearing on the Five -Year Capital Improvement Program for Fiscal Years 2022 through 2026 for the City of Dubuque. Se- conded by Resnick. Point of Order by Council Member Cavanagh that the motion did not include setting the public hearing. Mayor Buol stated that the motion will include setting the public hearing. City Manager Van Milligen responded to questions from the City Coun- cil regarding how recent Federal legislation on COVID-19 stimulus will impact the City's budget. Mayor Buol restated the motion as to receive and file the documents, adopt the resolutions, and set the public hearing as indicated. Motion carried 7-0, setting a public hearing for a meeting to commence at 6.30 p.m. on March 24, 2021. RESOLUTION NO. 64-21 SETTING THE DATE FOR THE PUBLIC HEARING ON THE FISCAL YEAR 2022 BUDGET AS AMENDED FOR THE CITY OF DUBUQUE Whereas, Iowa Code Section 384.16 provides that the City Council shall set a time and place for a public hearing on the Fiscal Year 2022 budget before the final budget certifi- cation date and shall publish notice before the hearing as provided in Iowa Code Section 362.3. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the City Council shall conduct a public hearing on the proposed Fiscal Year 2022 budget as amended for the City of Dubuque in the City Council Chambers virtually on Wednesday, March 24, 2021, beginning at 6:30 p.m. Section 2. That the City Clerk be and is hereby authorized and directed to publish notice of the public hearing, according to law, together with the required budget infor- mation. Breitfelder, City Clerk RESOLUTION NO. 65-21 SETTING THE DATE FOR THE PUBLIC HEARING ON THE FIVE-YEAR CAPITAL IM- PROVEMENT PROGRAM FOR FISCAL YEARS 2022 THROUGH 2O26 FOR THE CITY OF DUBUQUE Whereas, a proposed Five -Year Capital Improvement Program for the City of Dubuque for Fiscal Years 2022 through 2026 has been prepared and submitted to the City Council; and Whereas, the capital projects for the first year of the program are included in the Fiscal Year 2022 budget for the City of Dubuque; and Whereas, it is deemed to be in the best interest of the City of Dubuque to conduct a public hearing and adopt the five-year Capital Improvement Program simultaneously with the public hearing and adoption of the Fiscal Year 2022 budget for the City of Dubuque. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the City Council shall conduct a public hearing on the five-year Capital Improvement Program for Fiscal Years 2022 through 2026 virtually on Wednesday, March 24, 2020, beginning at 6:30 p.m. Section 2. Emergency Management: Tom Berger, Emergency Management Coordinator; 2. Emergency Communications: Mark Murphy, Emergency Communications Manager; 3. Police Department: Mark Dalsing, Police Chief and Jeremy Jensen, Assistant Police Chief; 4. Fire Department: Rick Steines, Fire Chief. Staff responded to questions from the City Council following their respective presenta- tions. Following the Fire Department's presentation, Kyle FitzGerald, 1240 University Av- enue, provided input through the City's Facebook page complementing Emergency Ser- vices staff.
