SUBJECT: Iowa State Fire Marshal Fireworks Grant Program Intent to Apply
DATE: July 26, 2021
Fire Chief Rick Steines requests City Council approval to apply for the annual fireworks
grant program from the Iowa State Fire Marshal in the amount of $57,000. No funding
match is required. If received the grant would provide funding for "safety kits" for
households and portable radios for use by the fire department.
• The kits would include items such as smoke detectors, fire extinguisher, carbon
monoxide alarm, etc., along with fireworks and fire safety information. These kits
would go to homes/families based on demographics and location identified in our
community risk reduction plan. The kit would include a firefighter visit and
installation of detectors etc.
• The radio request would provide seven additional portable radios to be used for
large events such as fireworks and airshow, but also to provide sufficient radios
for reserve units during emergency call-back periods.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to request approval to apply for the annual
fireworks grant program form the Iowa State Fire Marshal.
DISCUSSION
Each year as outlined in fireworks legislation the Iowa State Fire Marshal
administers a grant program using funds received from firework sales licensing. The
past three years the fire department has been successful in receiving this grant. The
grant is a 100% award, with no matching funds required.
This grant request would provide funding to supply "safety kits" for households
and portable radios for use by the fire department.
• The kits would include items such as smoke detectors, fire extinguisher, carbon
monoxide alarm, etc., along with fireworks and fire safety information. These
kits would go to homes/families based on demographics and location identified
in our community risk reduction plan. The kit would include a firefighter visit and
installation of detectors etc. ($25,000)
• The radio request would provide 7 additional portable radios on the 911 P25
system. These would be used for large events such as fireworks and airshow,
but also to provide sufficient radios for reserve units during emergency call-back
periods. ($32,000)
Grant Objective: Provide for fireworks safety education, life safety education, and radios
for fireworks ordinance enforcement and emergency use.
