The enclosed resolution provides for the acceptance of the construction contract for the
Asbury Road Fiber Optic Collaboration — Phase 2 Project.
BACKGROUND
The Asbury Road Fiber Optic Collaboration Project Phase II is a collaborative effort with
Alliant Energy and the City of Dubuque. This collaborative effort involves multiple
departments of the City working with Dave Lyons of Greater Dubuque Development
Corporation to coordinate with Alliant Energy installing fiber assets. This reduces costs
for Alliant Energy and the City since the work is done jointly.
This project is one phase of a multi -phase effort that allows Alliant Energy to connect its
assets between Madison, WI and Cedar Rapids, IA. This project provides fiber duct and
vault installation along Asbury Road from John F. Kennedy Road to NW Arterial. Other
phases include along Asbury Road from Carter Road to John F. Kennedy Road and along
Asbury Road from the NW Arterial to Radford Road.
DISCUSSION
The project consisted of the boring of 7,200 linear feet of a joint package of fiber duct for
the City of Dubuque and Alliant Energy. This route is along Asbury Road from John F.
Kennedy Road to the City of Dubuque City Limits on Asbury Road. The construction
included a fiber package of 7-way Futurepath for the City, (2) 2" duct for the City, and (2)
1.25" for Alliant Energy. In preparation for future partnerships, one (1) of the 2" ducts that
the City put in along this route could be bought or leased by other telecommunication
providers. The project was under the estimate given by the contractor due to concrete
repairs and an omission of a section of fiber duct that was put in previously. Since the
project is joint with Alliant Energy, the cost is split and any changes were discussed with
them, as well.
RECOMMENDATION
I recommend that the City Council accept the improvements and authorize the payment
of the contract amount of $198,549.65 to TD&I Cable Management for the Asbury Road
Fiber Optic Collaboration — Phase 2 Project from John F. Kennedy Road to City of
Dubuque City Limits on Asbury Road.

improvements and to authorize the payment of the contract amount of $198,549.65 to
TD&I Cable Management for the Asbury Road Fiber Optic Collaboration — Phase 2
Project.

ACCEPTING THE ASBURY ROAD FIBER OPTIC COLLABORATION — PHASE 2
PROJECT, AND AUTHORIZING THE PAYMENT TO THE CONTRACTOR
WHEREAS, the public improvement contract for the Asbury Road Fiber Optic
Collaboration — Phase 2 Project, (the Project) has been completed by the Contractor,
TD&I Cable Maintenance, (Contractor), the City Engineer has examined the work and
recommends that the Project be accepted; and
WHEREAS, the final contract amount for the Project is $198,549.65;
WHEREAS, the Contractor has previously been paid $188,622.17, leaving a
balance of $9,927.48; and
WHEREAS, the City Council finds that the recommendation of the City Engineer
should be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved, and the
Project is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor the
balance of the retainage of $9,927.48 as provided in Iowa Code chapter 573, and to pay
such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa Code
chapter 26.13.

The undersigned City Engineer of the City of Dubuque, Iowa, hereby certifies that
he has inspected the Asbury Road Fiber Optic Collaboration — Phase 2 Project has been
performed in compliance with the terms of the Public Improvement Contract, and that the
total cost of the completed work is $217,049.65.
