The enclosed resolution provides for the acceptance of the construction contract for the
Chaplain Schmitt Island Fiber Collaboration Project.
BACKGROUND
The Chaplain Schmitt Island Fiber Collaboration Project is a collaborative effort with
Alliant Energy and the City of Dubuque. This collaborative effort involves multiple
departments of the City working with Dave Lyons of Greater Dubuque Development
Corporation to coordinate with Alliant Energy installing fiber assets. This reduces costs
for Alliant Energy and the City since the work is done jointly.
This project is one phase of a multi -phase effort that allows Alliant Energy to connect its
assets between Madison, WI and Cedar Rapids, IA.
The Chaplain Schmitt Island Fiber Collaboration Project provides fiber optic conduit and
associated vaults and handholes around Chaplain Schmitt Island. This project connects
to the existing fiber on Kerper Boulevard that will continue to the City of Dubuque and
connect to the US 151/61 - Wisconsin Bridge.
DISCUSSION
The project consisted of the directional boring 4,200 linear feet of a joint package of fiber
duct along Chaplin Schmitt Drive from the 16t" Street to US 151/61 Wisconsin Bridge. A
joint package duct is when the contractor bores all the conduit in one bore. This particular
fiber construction included a fiber package of one 7-way Futurepath and one 2" conduit
for the City and two 1.25" conduits for Alliant Energy. The project was over the contracted
amount due to unforeseen issues with the abandoned landfill on the island, abandoned
roads that are buried under the surface. This was a joint boring project between the City
and Alliant Energy, the original route was modified by the City to follow Chaplain Schmitt
Drive and Admiral Sheehy Drive to allow the City to connect to key sites along the route.
Therefore, the City was responsible for the extra costs associated that were encountered
with this alignment.
RECOMMENDATION
I recommend that the City Council accept the improvements and authorize the payment
of the contract amount of $143,412.00 to Utility Service Contractors for the Chaplain
Schmitt Island Fiber Collaboration Project on Chaplain Schmitt Island.

The City Council is requested to adopt the attached resolution to accept the
improvements and to authorize the payment of the contract amount of $143,412.00 to
Utility Service Contractors for the Chaplain Schmitt Island Fiber Collaboration Project.

RESOLUTION NO. 272-21
ACCEPTING THE CHAPLAIN SCHMITT ISLAND FIBER COLLABORATION
PROJECT AND AUTHORIZING THE PAYMENT TO THE CONTRACTOR
WHEREAS, the public improvement contract for Chaplain Schmitt Island Fiber
Collaboration Project, (the Project) has been completed by the Contractor, Utility Service
Contractors, (Contractor), the City Engineer has examined the work and recommends
that the Project be accepted; and
WHEREAS, the final contract amount for the Project is $143,412.00;
WHEREAS, the Contractor has previously been paid $136,241.40, leaving a
balance of $7,170.60; and
WHEREAS, the City Council finds that the recommendation of the City Engineer
should be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved, and the
Project is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor the
balance of the retainage of $7,170.60 as provided in Iowa Code chapter 573, and to pay
such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa Code
chapter 26.13.

The undersigned City Engineer of the City of Dubuque, Iowa, hereby certifies that
he has inspected the Chaplain Schmitt Island Fiber Collaboration Project has been
performed in compliance with the terms of the Public Improvement Contract, and that the
total cost of the completed work is $172,092.00.
