Van Milligen, City Manager FROM: Christopher Lester, Water Department Manager SUBJECT: Orchard Drive, Cider Ridge and Jonathan Dr. Water Main Project 2021 Public Hearing DATE: July 27, 2021 INTRODUCTION The purpose of this memorandum is to request approval of the plans, specifications, form of contract and estimated cost for the Orchard Drive, Cedar Ridge, and Jonathan Drive Water Main Project 2021 through the adoption of the attached resolution. BACKGROUND Since 2004, the area in and around Orchard Drive, Cider Ridge and Jonathan Lane has been subject to thirteen water main breaks across a 1,250 feet portion of water main, with four (4) of those events occurring on March 1, 2021, following isolation of the Roosevelt Street Water Tower as part of a construction punch -list outage. Not only are the residents inconvenienced with unplanned water outages, but the water also comes to the surface during the main breaks resulting in significant street damage. The City's Public Works department has scheduled the area to be "milled -and -filled" and have requested the water main work be conducted ahead of their paving program. The water main in the Orchard Hills subdivision area was installed between 1962 and 1965 and is 6-inch ductile iron pipe with standard bury depths of around 5.5 feet. DISCUSSION The project scope includes approximately 1,350 lineal feet of water main on Orchard Drive from the intersection of Orchard Drive south toward the intersection of Jonathan Lane and Delicia Drive. This is an area is subject to water hammer which leads to water main breaks, therefore an air release structure will be added as a part of the project which will provide a location to allow the air to exit the water distribution system. The project will also include the replacement of approximately 680 feet of curb and gutter and 360 feet of sidewalk, including the replacement ADA ramp at the northwest corner of Orchard Drive and Delicia Drive. The proposed HMA pavement replacement will be completed by the City of Dubuque Public Works Department. The City hired Origin Design of Dubuque, Iowa on June 9, 2021 to perform and complete design and bidding documents. Their firm was uniquely positioned to design the proposed water main replacement on Orchard Drive and Jonathan Lane, due to their knowledge of the distribution system adjoining the Roosevelt Street Water Tower project and the design work associated with the water main extension connecting the water tower to Delicia Drive in the same area. Origin Design has familiarity with the area, the residents, and the adjacent project providing them with key knowledge to navigate the project in a timely manner. PROJECT SCHEDULE The proposed schedule is as follows: Initiate Public Bidding & Set Public Hearing Date July 19, 2021 Publish Public Hearing Notice on Plans & Specs July 23, 2021 Publish Notice to Bidders, Advertise for Bids July 23, 2021 Public Hearing on Plans & Specifications August 2, 2021 Receipt of Bid Proposals (Bid Letting) August 9, 2021 Award Construction Contract August 16, 2021 Project Completion Date November 5, 2021 BUDGETIMPACT Funding for the project will be from Unspent Bond Proceed funds, plus a portion of a funded Water Main Improvement CIP sufficient to cover the proposed project expenses.
