The purpose of this memorandum is to provide the Arts & Cultural Affairs Advisory
Commission (Arts Commission) recommendation to fund arts and culture organizations
through the Arts & Culture Operating Support Grants for FY 2022 and to request City
Council concurrence with the recommended recipients and grant amounts.
BACKGROUND
$250,000 was approved by the City Council for FY 2022 for Arts & Culture Operating
Support Grants. The City received nineteen (19) applications, on or before May 17,
2021, with reported organizational operating budgets totaling $14,460,879* based on
the average of organization's two (2) most recently completed fiscal years prior to
COVID-19 required closures.
*'As reported' including amortization and depreciation. All eligible operating budgets
totaled $12,106,131 after review of expense documentation and removal of amortization
and depreciation.
For FY2022, $23,311 from FY 2021 Special Projects and Operating Support grant
program savings were carried over for a separate, non -recurring Creative Resilience
program. $3,611 remains from that carryover based on applications were received
through the new program and after $7,200 of the carryover was already applied to the
FY 2022 Special Projects grant awards.
A three -person panel, independent of the City and the Arts Commission, reviewed and
scored applications; scoring was then considered and a recommendation provided by
the Arts Commission. Myself, as staff for the City's Arts Commission, has overseen the
process throughout.
DISCUSSION
The following individuals volunteered to serve on the review panel which was
responsible for reading and scoring all applications based on a 15-point rubric,
previously approved by the Arts Commission for the FY 2022 Operating Support grant
application process:

Michaela Delzer, Development Director for ArtHaus, Decorah, IA
Michaela Freiburger, Consultant for America's SBDC of Northeast Iowa and
Program Coordinator for Dubuque County Energy District, Dubuque, IA
The program's rubric is provided for context. Scoring was received, compiled, ranked,
and a funding level options presented by staff for the Arts Commission to review. The
accompanying worksheet, with applications anonymously listed by ranking and potential
funding levels, was provided to the Arts Commission for consideration at their Tuesday,
July 27, 2021 meeting.
Three (3) funding scenarios were provided to the Arts Commission:
Option 1 demonstrates potential awards if all applicants were to be funded at 6%
of their eligible operating budget or the maximum of $30,000 as noted in the
grant program's funding parameters. This option is not possible as a budget of
$307,582 would be needed to fulfill the maximum requests.
Option 2 explored potential awards if awards levels took the 6% or $30,000
maximums in Option 1 weighted according to the reviewers' scoring. This option
is preferred and most equitable but not possible as a budget of $274,883 would
be required.
Option 3 outlines a tiered funding structure that incrementally decreases the 6%
or $30,000 maximum funding parameters with each subsequent tier, with highest
scoring applications receiving their full funding request and the lowest scoring
applications receiving 2.75% of their eligible request. This option requires a
budget of $250,692.
Additional discussion by the Arts Commission adjusted Option 3 to award levels
rounded to the nearest hundred to simplify grant management for applicants; these
amounts are listed in the worksheet's far right, highlighted column. The Arts
Commission voted unanimously to recommend these award amounts that:
Rewards applicants receiving the highest marks with the most significant
percentage of funding allowed within the program budget and guidelines.
Provides all eligible applicants with some funding.
Awards a maximum of 5% or $30,000 (whichever is less) to Tier 1 applicants,
approximately 4.5% to Tier 2, approximately 4% to Tier 3, approximately 3.5% to
Tier 4, approximately 3% to Tier 5, and approximately 2.75% to Tier 6.
The Arts Commission's FY 2022 Operating Support grant funding recommendations are

The FY 2022 Operating Support funding cycle runs from July 1, 2021 through June 30,
2022. Grant recipients are required to submit a final report by August 30, 2022.
BUDGETIMPACT
There are no new budget impacts. The FY 2022 approved budget includes $250,000 for
Arts & Culture Operating Support Grants. An additional $700, available through
previously approved FY 2021 to FY 2022 carryovers in support of ongoing grant funding
to support diverse arts and cultural activities, will also be used.
RECOMMENDATION/ ACTION STEP
I respectfully request concurrence with the Arts & Cultural Affairs Advisory Commission
recommendation to fund the aforementioned FY 2022 Operating Support grant
applications for approval by City Council.
