MINUTES APPROVED; Commissioner Parks motioned and Commissioner Blau seconded, to approve
VOTE: the minutes of December 19, 2020 meetings. Motion passed unanimously.
GOAL SETTING Marie Ware (Director of City Leisure Services) gave introduction to the sheet to
WORKSHEET FOR submit to city council for review by City Council during their goal setting
CITY COUNCIL: sessions in August 2021. Page one listed the success of FY 2021 and their
impacts. Page two listed the goals and focus issues for FY2022. Commission
members listed their successes and discussed the goals.
Marie Ware was able to plug information into the document and share screen
during virtual meeting.
Commissioner Bakke motioned and Commissioner Daughtrey seconded, to
approve the Goal Setting sheet. Motion passed unanimously.
ELECTION OF Small discussion between commissioners showed that all parties were
OFFICERS; VOTE: comfortable with keeping their current positions.
Commissioner Parks motioned, Commissioner Daughtrey seconded, Vote
Commissioner Huff to Chair of Commission. Motion passed unanimously
Commissioner Parks motioned, Comissioner Blau seconded, Vote
Commissioner Daughtrey to Vice Chairs of Commission. Motion passed
unanimously.
Commissioner Parks motioned, Commissioner Blau second, Vote staff Ali
Levasseur as recorder of Commission. Motion passed unanimously.
FULL REACTIVATION HR Cook (General Manager) gave report of full reactivation of building with staff
FROM COVID: back full time March 1, 2021. Successful and safe reactivation with our first
concert May 15, 2021. Shaun Rice (Director of Events and Operations) gave
report on Venue Shield protocols and other operations information.
Commissioner Huff asked about the difference's scene in General Admission
and reserved seating events. Staff reported the majority of community
members understand that the masks are needed to have live music. Artist Lee
Brice stated our crowd had the most masks that he had seen on his small run.
Dubuque is doing well with having safe in person events.

2021 BALLOT Marie Ware reminded Commission that City Council will not bring the Ballot
INITIATIVE FOR NEW Initiative up for discussion on and agenda until January 2022. HR Cook
ARENA: recommended that the Commission be ready for a timeline to start this summer
of educating the public and get the minds back on the renovation.
Commissioner Bakke expressed that this would be a part of Building Back
America from COVID. Commissioner Huff expressed concerns on the increase
for construction materials seen in the last months. That could affect the project
costs greatly.
Commissioner Daughtrey motioned, Commissioner Bakke seconded,
Commission will send a letter of support to affirm recommendation and keep the
ballot initiative a priority for City Council. Motion passed unanimously.
Commissioner Daughtrey will write letter of support and send to City Council.
OTHER BUSINESS: HR Cook reported that two Five Flags staff members will be leaving the end of
the month. Shaun Rice will be continuing in the company as Director of
Operations at Oklahoma City Convention Center. Ali Levasseur will be leaving
Five Flags to continue to focus on her creative entrepreneurship, she will be
staying on as a part time employee.

ADJOURN; Motion to adjourn was made by Commissioner Parks, seconded by
VOTE: Commissioner Blau. The motion passed unanimously.
