CALL TO ORDER: The meeting was called to order by Chairperson Doyle at 5:30 p.m.
MINUTES: Motion by Monk, seconded by Stuter, to approve the minutes of the June
17, 2021 meeting as submitted. Motion carried by the following vote: Aye —
McAndrews, Monk, Stuter and Doyle; Nay — none; Abstain — Gustafson.
ACTION ITEMS:
Demolition Review
Applicant: Dubuque and Jackson Counties Habitat for Humanity/Erica Haugen
Address: 1470 Washington Street
Project: Deconstruction of non -conforming front porch and back 1/3 of existing
structure.
District: Washington Neighborhood Conservation District
Staff Member Wernimont presented the staff report noting the rather unique nature of
this Habitat for Humanity project, explaining that they often do new construction. He
explained the plan to demolish the existing porch and rear addition, leaving the original
house intact. The original house would be rehabilitated and a new addition would be
constructed on the rear, keeping in the style/scale of the original house and the
neighborhood. He noted that the property has been evaluated several times and found
to be non-contributing each time.
Erica Haugen, Director of Dubuque and Jackson Counties Habitat for Humanity, gave
more detail about the existing structure and their plans for the property, noting the poor

condition of the rear addition. She stated their goal is to make the home like new while
preserving the original front of the house to match the neighborhood.
Commissioners expressed their favor for the proposal, noting they were grateful that the
original front part of the house would be rehabilitated. They expressed no reservations
with demolishing the porch or rear addition due to their lack of historical contribution.
Motion by Monk, seconded by Gustafson, to approve the application as presented by
finding the porch and rear addition to be demolished do not have historical/architectural
significance. Motion carried by the following vote: Aye — Gustafson, McAndrews, Monk,
Stuter and Doyle; Nay — none.
ITEMS FROM PUBLIC: None.
ITEMS FROM COMMISSION: Research from former commissioner Joseph Rapp on
the Rockdale flood of 1876, noting the names of some of the 39 victims.
ITEMS FROM STAFF:
Planning Services Manager Wernimont gave an update on the Historic Preservation
Revolving Loan Fund, noting the current balance, outstanding loans, and currently
approved loans, referencing the report in the packet.
Wernimont announced the recent grant award of $30,000 for Dubuque's Black Heritage
Survey, and referenced the memo in the packet. He congratulated the commission and
Assistant Planner Chris Olson on this grant award. He gave a brief overview of the work
that is planned for the survey and the timeline for accomplishing it.
Wernimont instructed the commission it was time at the July meeting to elect officers,
referencing the memo in the packet. The commission elected their officers for the next
year.
Motion by Monk, seconded by Stuter to reelect Doyle for a second term as Chair.
Motion carried by the following vote: Aye — Gustafson, McAndrews, Monk, Stuter and
Doyle; Nay — none.
Motion by Monk, seconded by Gustafson to reelect Daykin Cassill for a second term as
Vice Chair. Motion carried by the following vote: Aye — Gustafson, McAndrews, Monk,
Stuter and Doyle; Nay — none.
Doyle recognized Gustafson as a new member and welcomed him to the Commission.
Gustafson is representing the Old Main district.
Joseph Rapp was also recognized for his service to the commission.
Wernimont explained that beginning next month, meetings will return to in -person at the

City Council chambers at the Federal Building. Wernimont and commissioners
discussed some of the logistics of this transition, and referenced the memo in the
packet.
ADJOURNMENT: Motion by Monk, seconded by Doyle to adjourn the July 15, 2021
Commission meeting. Motion carried by the following vote: Aye — Gustafson,
McAndrews, Monk, Stuter and Doyle; Nay — none.
The meeting adjourned at 6:05 p.m.
