Old Business Commissioner Orientation Moved to end of agenda. New Business income Limits for 2003 Income limits were provided by staff. There were no questions. Amendment to Section 8 Program Administrative Plan: Hearing Scheduling An amendment was proposed to extend the time for scheduling appeals, from t0 to 20 days. Commissioner Ho!z moved to approve the change. Commissioner Eddy seconded, Roll Call. Afl present in favor. Motion passed. Kathy Lamb, Janet Walker and Joleen Paterson summarized the manner in which they planned to Section 8 cuts would require changes in the Administrative Plan, which the Housing Commission must approve· For example, we propose changing the process_ of cdminai The City Councit wilt be reviewing ali changes and proposals at their second meeting in June. With regard to the COP p~gram and how the cuts impact it, the Commission will draft a leper to the City Council to express their concerns. Chairperson Kapler, Commissioner Eddy and Commissioner Neustadt will dfc it, and then Commission and staff will review and make recommendations. HUD Applications: FSS Coordinator/Homeownership Counseling ! [4ainstream Program Housing Voucher David Harris explained that the Famiiy Self Sufficiency and Homeownership Counseling H~" e^p,a,,'- ~ ~'',e,~'4 that the Mainstream Voucher Program vouchers are for disabled households. As demand for these nationally exceeds the HUD funds, ¢ I~Eew sy.,t .... is used to select the applicants for award. Commissioner Neustadt moved to approve the Mainstream Program application. HUD HANF initiative Explanatory materials regarding HUD s Housing Ass~..tance for Needy Families SE~AP Rating This rating encompasses many aspects of the Section 8 program, including rent, waiting list, income calculations, utility allowances, quality controls, explanations of the program, lease ups and annual inspections. This is an annual review conducted by HUD, the "Section 8 Management Assessment Program" audit. Our rating of 100% rates our housing authority as "high performing", the highest score available.
