This memo transmits a packet of information for the upcoming August 9, 2021 City
Council Work Session on Imagine Dubuque Implementation. The work session is to
update the City Council on the implementation of the plan and to review the plan prior to
going into goal setting. In addition to myself, Project Manager Assistant Planner Chris
Olson and Planning Technician Jason Duba will be presenting before the City Council.
BACKGROUND
Imagine Dubuque 2037: A Call to Action is the City's 2017 Comprehensive Plan. The
comprehensive plan serves as a guide for the community's physical, social, and
economic development. Comprehensive plans are policy guides. Unlike zoning or city
codes, they are not regulatory in purpose or application.
Information in the Imagine Dubuque Comprehensive Plan is used in many facets of city
life. Of greatest note is its role in informing City Council goal setting, annual budget
priorities, and land use decisions.
Engaging the community in a conversation about the future of Dubuque was at the core
of the Imagine Dubuque process. We inclusively engaged 6,000 people, generating
12,500+ ideas. Ideas were narrowed into themes in 7 plan categories to create 110
community recommendations.
The 7 plan categories are: Economic Prosperity, Sustainable Environment, Social &
Cultural Vibrancy, Healthy Neighborhoods & Housing, Community Facilities,
Transportation & Mobility, and Land Use.
DISCUSSION
The vision of making Dubuque a more viable, livable and equitable community requires
the entire community working together towards common goals. Enclosed is the Imagine
Dubuque Implementation: Recommendations at a Glance.
The document is color coded for each of the 7 plan categories. For each category, a
Department Manager serves as the Connector in our Implementation Framework. In the
35 subcategories, there are 110 plan recommendations. Each recommendation has an
assigned subject expert, known as a Coordinator. Coordinators track progress and
challenges, while identifying metrics and stories that can help inform the community of
the status of their plan.
Staff is currently working with Connectors and Coordinators to identify Champions of the
plan. Champions can be people, organizations, events, projects, programs and
initiatives.
The attached Organizational Chart further defines the roles and structure of the Imagine
Dubuque Implementation model. Staff will utilize the Work Session as an opportunity to
re -familiarize Council Members with the plan in light of the role it plays in the upcoming
City Council goal setting.
Staff will also present the Imagine Dubuque Website that has been updated to provide
tracking progress on implementation of the plan.

John Nolen, the 1936 Comprehensive
Plan was invaluable in setting a clear di-
rection for Dubuque. The plan recognized
Dubuque's unique natural environment
while addressing economic and social
facets of urban life.

veloped by a newly formed Long Range
Planning Advisory Commission and City
staff. The planning process included sig-
nificant community input, and took nearly
five years to complete. Key focus areas
included riverfront development, down-
town, and industrial park master plans.
