Each year, our Section 8 rental assistance program is subjected to a HUD audit
to determine its administrative performance. In past years, as you know, the
"rating" has been based on a self-reporting. We have done quite well on those
scores.
For Fiscal Year 2002, however, the SEMAP assessment was based on
information provided to HUD by our independent auditor, plus an assessment
done by our Kansas City-HUD area office. I am pleased to report that our score,
of 100%, indicates that the Housing Department is a "High Performing" housing
authority. That is the top rating according to this assessment system.
This evaluation represents a continuous level of high performance by our Section
8 staff. For the fiscal year just concluded, our occupancy rate for units on the
Program was 100%. This enables us to generate maximum leasing f~=es, paying
for all costs of local administration, even allowing for a surplus to be applied to
our reserves account. It generates over $3 million in rent payments to area
landlords. It provides assisted housing for more than 1000 Iow-income
households, almost half of which are elderly or disabled. And it qualifies us to
apply for additional housing vouchers, as federal funds become available.
I would like to commend Janet Walker, supervisor of this program, as well as the
other Section 8 activity employees for their efforts. Their goal for the year was to
attain this rating status, and they are to be congratulated for achieving it.
