Van Milligen, City Manager Towing Contract A request for proposals was sent to 12 telephone listed towing companies seeking proposals for towing services. Responses were received from two towing companies, Wenzel's Towing and Burr Steve and Son Garage. On June 27, 2003, a police department inspection team lead by Assistant Chief Terry Tobin inspected each facility. Of the two towing services, Wenzel's Towing exceeded all equipment and facility requirements. Burt Steve and Son Garage did meet the specifications for inside vehicle storage but not for outside storage. After a careful review of the proposed rates, the ability to meet all RFP requirements and past performance of the current contractor, Wenzel's Towing, Police Chief Kim Wadding recommends Wenzel's Towing be awarded the towing contract from July 1, 2003 until June 30, 2006. Wadding -~"~ Police Chief ~ Re: Towing Contract INTRODUCTION: The purpose of this memorandum is to recommend renewal of the towing contract with Wenzel Towing. BACKGROUND: Since 1991, the Dubuque Police Department has contracted its towing service through the use of a RFP (Request For Proposal) process. For the past 12 years, Wenzel Towing has been the selected towing service. Each contract is for three years with an optional three-year renewal upon agreement by both parties allowing for renegotiation of rates each year. Currently, the contract expires July 1, 2003. On June 10, 2003 request for proposals were sent to 12 telephone listed towing companies seeking proposals. The proposals were due to the police department by 5:00 P.M. June 24, 2003. Of the letters sent, we received two responses: Wenzel's Towing and Burt Steve and Son Garage. DISCUSSION: On June 27, 2003 a police department inspection team led by Assistant Chief Terry Tobin inspected each facility. Of the two towing services, Wenzel's Towing exceeded all equipment and facility requirements. Burr Steve and Son Garage did meet the specifications for inside vehicle storage but not for outside storage. Currently, Burt Steve and Son have inside storage for approximately 20 vehicles with additional space in a mechanic's work area for about 10 more vehicles. There is no outside fencing or secured area. * *RFP requirement "...Aft outside storage facilities shaft be enclosed with a solid waft or a substantial wire fence not less that six (6) feet in height. Requirements of fencing shaft be complied with before award of the Contract..." Larry Steve did tell the inspecting officers that if awarded the contract they would erect outside fencing to house approximately 50 vehicles. Regarding vehicle equipment, the Bur[ Steve and Son Garage inspection found no motorcycle carrying straps in two of the inspected wreckers as required. When asked, it was reported the straps were being used elsewhere and if awarded the contract they would purchase the appropriate amount of straps*. *RFP requirement "... The following minimum equipment shall be maintained: d. One (1) set of motorcycle carrying straps for each Class A Wrecker..." Based upon this inspection, Bur[ Steve and Son Garage is currently out of compliance regarding specifications related to outside storage and the motorcycle straps. Although the motorcycle straps can be brought into compliance relatively quickly, the outside storage remains a larger concern. The inspection criteria evaluated 10 critical areas: contract experience, references, past performance, equipment, personnel, facilities, current facility use, price quotation, financial stability, and responsiveness to proposal. Each critical area had a maximum point total of five, from least (1) favorable to most (5) favorable with 50 possible points. Bur[ Steve and Son Garage received a 36.5 rating compared to Wenzel's Towing of 48.5. The equipment and facility inspection found Wenzel's Towing in compliance with all RFP requirements and standards. Bur[ Steve and Son Garage did not meet the RFP bid specifications regarding outside storage and equipment requirements. Of the 27 RFP pricing specifications, Wenzel's Towing increased 17 of the existing contract prices, with 11 increased by five dollars, two increased by $25, one increased by two dollars, one increased by three dollars, and one increased by $.25. The Contract shall be effective as of 12:00 A.M. July 1, 2003, and subject to the foregoing provisions herein shall continue in effect until 12:00 A.M.
