Public Works Director Don Vogt recommends City Council approval to reclassify a
Laborer position to a Truck Driver position in the Public Works Department. This
change will provide additional assistance in the snow and ice control activities.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purposes of this memorandum are to provide information and request City Council
approval regarding a proposed position reclassification in the street maintenance area
of the Public Works Department.
BACKGROUND
The Public Works Department's sole remaining street maintenance Laborer retired on
March 31 As of April 1 of 1992, all operators of heavy commercial motor vehicles
must obtain and hold a Commercial Drivers License (CDL). All Public Works
Department snow plow operators are not only required to have a CDL, but are
compensated accordingly at the level of Truck Driver or higher.
DISCUSSION
In order to fully utilize the Public Works Department's full complement of street
maintenance workers to plow and deice streets during a winter storm, it is
recommended to eliminate the vacant Laborer position and replace it with an additional
Truck Driver position. While this reclassification would cost the department an
additional $700 annually, it would increase the department's snow plow operator
complement by a full person -year equivalent.
ACTION STEP
The requested action is for the City Council to approve a motion eliminating one Laborer
position in the Public Works Department and creating one additional Truck Driver
position.
