Personnel Manager Randy Peck recommends City Council approval of a one -year
collective bargaining agreement with the International Union of Operating Engineers,
Local #758. This agreement would be in effect from July 1, 2010 through June 30,
2011, and provides for a 3.5% across the board wage increase, which is consistent with
the City Council wage guideline for Fiscal Year 2011.

I recommend that the attached Resolution be approved.
We have reached a one year agreement with the International Union of Operating
Engineers, Local #758. The change to the agreement is summarized as follows:
• Effective July 1, 2010 through June 30, 2011 the wage plan in effect on June 30,
2010 will be increased by 3.5% across the board.
The compensation package is consistent with the compensation package to be received
by all other City employees in Fiscal Year 2011. It is also consistent with the City
Council wage guideline for Fiscal Year 2011.

RESOLUTION NO. 191-10
APPROVING THE AGREEMENT BETWEEN THE CITY OF DUBUQUE, IOWA, AND
THE INTERNATIONAL UNION OF OPERATING ENGINEERS, LOCAL #758 AND
AUTHORIZING THE MAYOR TO SIGN THE AGREEMENT
Whereas, the Sixty -Fifth General Assembly adopted the Public Employment
Relations Act, Chapter 20, Code of Iowa; and
Whereas, the City of Dubuque is a public employer within the meaning of
Section 3 (1) of the Public Employment Relations Act; and
Whereas, the International Union of Operating Engineers, Local #758 is an
employee organization within the me aning of Section 3 (4) of the Public
Employment Relations Act; and
Whereas, the International Union of Operating Engineers, Local #758,
submitted a request to bargain collectively on behalf of the employees within its
representation; and
Whereas, bargaining between the parties has occurred and an
agreement has been concluded.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the terms of the agreement be approved and the Mayor
authorized and directed to sign the collective bargaining agreement.
