Sealed bids were received for the McAleece Park and Recreation Complex Parking Lot
Reconstruction Project. City Engineer Gus Psihoyos recommends award of the
contract to the only bidder, Mathy Construction Company, in the amount of
$248,673.25, which was 2.53% under the engineer's estimate of probable cost.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The enclosed resolution authorizes the award of the construction contract for the
McAleece Park and Recreation Complex Parking Lot Reconstruction Project.
The McAleece Park and Recreation Complex Parking Lot Reconstruction Project will
involve the reconstruction of both the east parking lot by the skate park and the main
parking lot on the west side of the Complex. The project will be phased so that some
parking will be available at all times. The project timing is crucial since the new Mystique
Ice Arena will be open this fall and this facility will utilize some of the available parking in
the west parking lot.
The project will include the reshaping of portions of the two lots, followed by a 2 -inch
asphalt overlay.
Per the agreement between the City and the Dubuque Community Ice & Recreation
Center (DICE), lighting around the parking lot perimeter will be installed, coordinated,
and paid by DICE. The lighting will be installed under a separate contract by DICE.
DICE has its engineer designing the lighting system, and they will coordinate with
Engineering and Leisure Services on the installation.
Sealed bids were received on the project on June 10, 2010. River City Paving, A
Division of Mathy Construction Company, submitted the only bid in the amount of
$248,673.25. This amount is 2.53% under the engineer's estimate of probable cost.
RECOMMENDATION
I recommend that the contract for the McAleece Park and Recreation Complex Parking
Lot Reconstruction Project be awarded to River City Paving, A Division of Mathy
Construction Company, in the amount of $248,673.25.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE MCALEECE PARK
AND RECREATION COMPLEX PARKING LOT RECONSTRUCTION PROJECT
Whereas, sealed proposals have been submitted by contractors for the
McAleece Park and Recreation Complex Parking Lot Reconstruction Project (the
Project) pursuant to Resolution No. 161 -10 and Notice to Bidders published in a
newspaper published in the City of Dubuque, Iowa on the 21 day of May, 2010.
Whereas, said sealed proposals were opened and read on the 10 day of June,
2010 and it has been determined that River City Paving, A Division of Mathy
Construction Company of Dubuque, Iowa, with a bid in the amount of $248,673.25, is
the lowest responsive, responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to River
City Paving, A Division of Mathy Construction Company, and the City Manager is
hereby directed to execute a Public Improvement Contract on behalf of the City of
Dubuque for the Project.
